DEFINITION:
This is professional managerial work directing the functions of the Bureau of Planning and Management in the Office of Comptroller Operations.
The employee in this job is responsible for managing the strategic planning, communications, policy development and dissemination, budget management, and business process ownership functions for the Office of Comptroller Operations. A significant component of this work involves serving in an advisory capacity to the Chief Accounting Officer on all issues related to the overall management of the Office of Comptroller Operations, specifically related to strategic planning, resource allocations to address critical needs, policy development, budget management, and business process improvement. Work involves developing, implementing, and administering the Office of Comptroller Operation’s overall strategic plan; reviewing and validating bureau plans for inclusion in the overall plan; and ensuring plan adjustments are made to meet business requirements. Work also includes managing the day-to-day administrative functions, including procurement, facilities management, human resources, and general office functions. Supervision is exercised over professional staff responsible for planning and management functions. Work is performed with a high degree of independence and is reviewed by the Chief Accounting Officer for attainment of objectives and overall effectiveness.

• Plans, organizes, and directs the work of bureau staff and manages operations.
• Communicates and collaborates with agency executives in order to streamline financial operations and functions on an enterprise-wide basis.
• Develops, implements, and administers policies and procedures related to planning and management for the Office of Comptroller Operations.
• Develops and tracks performance measures for the bureau and implements short and long-term plans to address deficiencies.
• Addresses escalated issues and provides resolution.
• Reviews budget summary documents to identify policy implications and formulate recommendations.
• Directs the review of business processes and identifies improvements.
• Oversees communications functions and identifies opportunities for improvement.
• Supervises business process ownership activities for the general office functions for Comptroller Operations and identifies opportunities to streamline and improve operations.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of strategic planning techniques and practices.
• Knowledge of business process analysis techniques.
• Knowledge of state and federal laws, rules, regulations, and procedures impacting invoice processing functions.
• Knowledge of state and federal laws, rules, regulations, and procedures impacting contracting functions.
• Knowledge of the principles and practices of employee supervision.
• Ability to establish and maintain effective working relationships.

• Knowledge of the commonwealth’s Office of Comptroller Operations general office functions and financial services processes and procedures.
• Knowledge of Pennsylvania Department of General Services procurement procedures.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of managerial experience in financial operations, which may include strategic planning, communications, policy development, budget development, training and workforce development, procurement, or financial management;
or
• An equivalent combination of experience and training.
