DEFINITION:

This is highly responsible managerial and professional accounting work in directing the Bureau of Accounting and Financial Management in the Office of Comptroller Operations.

The employee in this job is responsible for planning, directing and coordinating the development and provision of centralized financial policy, systems, support, reporting and technical services to provide for the accountability and effective management of commonwealth funds. Work involves directing and coordinating staff efforts to provide agencies guidance, evaluation and training in matters relating to financial accounting and reporting, payroll, financial policy development, systems and procedures. A significant aspect of the work involves meeting with high level management, government and private organization officials regarding financial management areas of mutual interest including the development of policy, standards and procedures, to resolve statewide issues and to develop strategies to accommodate current and future financial management needs of state government. Supervision is exercised over a professional accounting and financial management staff. Work is performed with considerable independence and is subject to review through conferences, reports and an evaluation of program results.

• Directs a program to provide central financial management policy, systems, support and technical services to result in the accountability and the efficient and effective management reporting of commonwealth funds, account balances and financial activities.

• Directs the development, implementation and maintenance of uniform central financial, payroll, accounting, and reporting systems and procedures.

• Directs the development and implementation of systems and procedures for the effective management of commonwealth advancement accounts and to improve cash management practices and vendor relations.

• Directs the preparation, audit and issuance of financial reports reflecting assets, liabilities, reserves, fund balances, revenues and receipts, appropriations, commitments, expenditures and other financial obligations of the commonwealth and of special and consolidated commonwealth financial statements and reports.

• Directs the provision of central support for processing financial transactions into central financial systems.

• Directs the review of proposed legislation and executive initiatives for impact on the financial management program.

• Directs the development and maintenance of a central chart of accounts required for financial accounting control and reporting.

• Directs the review, comment, analysis, interpretation and implementation of proposed or new accounting standards.

• Directs the preparation of issuance of policy, procedures, standards, directives, circulars, manuals and method interpretations.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of generally accepted accounting principles and financial management principles, concepts and techniques and their application to private and governmental accounting systems.

• Knowledge of computerized accounting processes.

• Knowledge of the techniques and methodologies for the evaluation of financial management systems.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret written materials including laws, regulations, policies and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of the structure and operations of government including financial administration, personnel management and budgeting.

• Ability to identify operational efficiencies and improve business processes.

• Ability to identify, analyze, interpret and resolve complex fiscal management issues; and design evaluation projects.

• Ability to plan, supervise and coordinate a statewide program in developing and issuing comprehensive financial management and accounting policy, procedures and standards.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional accounting experience, including three years in a supervisory capacity, and a bachelor’s degree which includes twenty-four credits in accounting.

SPECIAL REQUIREMENT:

• This position requires possession of a valid certification by the State Board of Accountancy, or equivalent certifying agency of other states, as a Certified Public Accountant (CPA).
