CHIEF, FINANCIAL ACCOUNTING DIVISION

DEFINITION:

This is managerial work in planning, organizing, and directing the financial accounting functions of the Office of Comptroller Operations, Bureau of Financial Management, Financial Accounting Division.

The employee in this job is responsible for directing the development, implementation and evaluation of enterprise-wide financial accounting operations. Work involves managing subordinate supervisors and staff involved in statewide accounting; budgetary accounting; financial programs support activities; key business processes for auditing, accounting, and financial services functions; fixed asset reporting; and special projects. Work also involves developing, implementing, and administering policies and procedures for financial accounting operations; researching, drafting, and maintaining financial accounting procedural manuals; formulating performance measures, goals, and objectives for quality and timeliness of services of the Division and ensuring those standards are met; monitoring workflow and reassigning resources as needed; resolving matters related to financial accounting issues or problems; and identifying improvements in Division processes. Supervision is exercised over subordinate supervisors who direct the work of the financial accounting functions. Work is performed with a high degree of independence and is reviewed by the Director, Bureau of Financial Management, for attainment of objectives and overall effectiveness.

EXAMPLES OF WORK:

Plans, organizes, and directs the work of Division staff involved in financial accounting functions through subordinate supervisors.

Develops, implements, and administers policies and procedures that provide for the efficient and effective operations of financial accounting in the Commonwealth.

Develops goals and objectives for the Division consistent with those of the Bureau of Financial Management.

Works with key stakeholders to address escalated issues and provide resolution.

Oversees the maintenance of the Statewide Indirect Cost Allocation Plan.

Works with agency personnel and other Office of Comptroller Operations staff to ensure transactions impacting the Commonwealth’s financial system are accurately and timely recorded.

Manages staff involved in performing the various reconciliations to ensure the accuracy of financial information including the identification and resolution of highly technical and complex issues that correct the processing of financial data.

Manages staff involved in financial-related special projects and the Commonwealth’s accounting and reporting for capital assets.

Oversees the development and implementation of the policies and procedures for the Commonwealth’s Travel and Subsistence, Purchasing and Corporate Card programs.

Administers statewide contracts for the use of credit cards as payments for acquired goods or services as well as for the acceptance of credit cards as payment for Commonwealth-provided goods or services.

Oversees month and year end closing processes of the financial systems.

Oversees the review and issuance of a variety of budgetary and financial reports.

Develops and tracks performance measures and addresses deficiencies.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements.

Knowledge of state and federal laws, rules, regulations, policies, and procedures related to financial accounting functions.

Knowledge of the principles and practices of employee supervision.

Ability to analyze and interpret written and numerical information.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Six years of professional accounting experience, including two years in a supervisory capacity, and a bachelor’s degree including twenty four credits in accounting;

An equivalent combination of experience and training that includes two years of professional supervisory accounting experience and twenty four credits in accounting.
