This is highly consultative work involving the compliance of accounting and reporting functions of the Office of Comptroller Operations with Generally Accepted Accounting Principles (GAAP).

The employee in this job is responsible for advisory and consultative services in the management of accounting and reporting in accordance with GAAP. Work involves developing, implementing, and administering policies and procedures for GAAP functions; coordinating the preparation and publication of the Commonwealth’s various financial statements and reports; researching, drafting, and maintaining accounting and procedural manuals, directives and bulletins; providing guidance and interpretation of financial accounting matters; formulating performance measures, goals, and objectives for adherence to GAAP standards; and developing solutions or strategies to remedy GAAP related accounting issues or problems. Work is performed with a high degree of independence and is reviewed by the Chief, Financial Reporting Division for attainment of objectives and overall effectiveness.


Formulates proposed GAAP accounting and reporting policies.

Reviews and analyzes new accounting standards for the purpose of determining their applicability to Commonwealth operations.

Develops and implements policies, protocols and procedures designed to enable timely and efficient compliance with applicable standards.

Works with Comptroller Operations and agency personnel to ensure that standards are properly interpreted and applied within the Commonwealth and that necessary financial data or related disclosures are collected, summarized and reported.

Provides training, where necessary to establish an understanding of accounting standards sufficient to enable compliance therewith.

Develops comments on proposed Government Accounting Standards Board (GASB) standards.

Oversees the preparation of any special requests for financial and accounting reports.

Coordinates accounting and financial project initiatives and implementation.

Develops proposed accounting related manuals, directives and bulletins.

Researches, analyzes and interprets a wide range of financial and accounting subject matter or issues.

Provides advice and consultation on matters regarding the Commonwealth’s financial reporting and accounting practices and problems.

Coordinates the design of GAAP templates and the preparation of GAAP estimates.

Participates in the preparation and publication of the Commonwealth’s Comprehensive Annual Financial Report (CAFR).

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.


Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements.

Knowledge of the principles and practices of cost accounting.

Knowledge of the principles and practices of project management.

Knowledge of state and federal laws, rules, regulations, policies, and procedures related to accounting and financial reporting functions.

Ability to analyze and interpret written and numerical information.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.


Five years of professional accounting experience and a bachelor’s degree including twenty four credits in accounting;


An equivalent combination of experience or training that includes twenty four credits in accounting.
