DEFINITION: This is managerial work directing the activities of the Office of Comptroller Operations (OCO), Bureau of Audits, Audit Risk Management Division.

The employee in this job directs the development, coordination, and oversight of statewide financial audit risk management policies and standards to ensure compliance, consistency, and risk-informed auditing across the Commonwealth. Work involves developing, implementing, and revising audit policies, procedures, and standards; developing audit frameworks and guidelines; and evaluating overall program effectiveness and recommending and implementing improvements. Work includes overseeing development of the OCO Annual Audit Plan and directing the review of risk assessments to identify and select audits for inclusion in the plan, overseeing the development and implementation of an analytical risk assessment methodology for the bureau, and collaborating with the OCO’s Enterprise Risk Management Office and senior audit management team to set audit priorities. Work is performed with considerable independence and is reviewed by the Director, Bureau of Audits through conferences and written reports for program effectiveness and attainment of goals.

• Oversees the development of the OCO Annual Audit Plan by consolidating insights from audit engagement summaries and performing a thorough analysis of risk assessments undertaken by the OCO’s Enterprise Risk Management Office.

• Revises and implements Commonwealth audit risk management policy, standards, procedures, and methodology to ensure consistent application of and compliance with applicable federal and state laws and regulations, and conformance with professional auditing standards as promulgated by governmental and professional audit organizations.

• Serves as the primary business process owner for the bureau’s automated audit documentation system and engagement templates, ensuring adherence to government audit standards and the professional standards established by the American Institute of Certified Public Accountants (AICPA).

• Recommends revisions to statewide audit business processes and leads major business process re-engineering initiatives for the executive offices.

• Assists the bureau director in preparing and presenting updates, highlights, and material findings from audits to the Commonwealth Audit Committee.

• Develops and implements division performance measures, monitors and evaluates performance against established standards, analyzes results to determine program effectiveness, and implements corrective actions as needed.

• Researches and interprets current auditing laws, procedures, standards, and regulations for staff.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of audit policies, standards, principles, procedures, and methods as promulgated by the American Institute of Certified Public Accountants and the U.S. Government Accountability Office.

• Knowledge of generally accepted accounting principles.

• Knowledge of laws, rules, regulations, policies, and procedures related to auditing and risk management.

• Knowledge of audit management technologies, data governance, and data analytics.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to read, interpret, and apply laws, regulations, guidelines, and administrative procedures.

• Ability to read and interpret numerical information.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional financial auditing experience including two years in a supervisory capacity, and a bachelor’s degree in accounting, business administration, finance, or a related field;

or

• An equivalent combination of experience and training that includes two years of professional supervisory financial auditing experience.
