LIFE AND HEALTH INSURANCE POLICY EXAMINER SUPERVISOR
DEFINITION: This is supervisory work in the review and analysis of life, annuity, fraternal, separate account, accident and health, credit, non-profit,
and health maintenance organization insurance policies and related forms, health provider contracts, and rates.
An employee in this class is responsible for supervising the examination of policies, certificates, loan instruments, endorsements, riders, applications,
subscription agreements, health provider contracts, and rates. Work involves various kinds of insurance, including life, annuity, fraternal, separate account, accident and health, credit, non-profit, and health maintenance organizations. Duties include supervising the examination of advertising materials for compliance with law and department regulations. Work includes conducting conferences and corresponding with insurance companies about policy and rate filings. Work is performed independently and is reviewed as required through conferences with an administrative superior for adherence to department policy.
EXAMPLES OF WORK: Supervises a technical staff in the examination of policies, certificates, loan instruments, endorsements, riders, applications, subscription
agreements, health provider contracts, and rates of life, health and related insurance to determine conformance with law and department regulation.
Supervises the review of advertising material for compliance with law and department regulation.
Supervises preliminary review of policies and related forms and rates of life and health insurance companies applying for admission to do business in
Pennsylvania.
Supervises collection and analysis of data supporting decisions on life and health insurance policy filings.
Supervises technical staff involved in assisting other department personnel in the investigation of complaints as they related to life and health insurance policies and rates.
Corresponds and confers with life and health insurance company officials about company operations, marketing procedures, and policy and rate filings.
Corresponds and confers with other regulatory bodies, with Commonwealth agencies, and with trade associations about life and health insurance matters.
Drafts regulations and guidelines interpreting life and health insurance laws.
Participates in administrative hearings with both insurance companies and the public ascertain their views on proposed life and health insurance regulations.
Recommends and assists in drafting legislation in the area of life and health insurance.
Reviews Federal life and health insurance legislation for its impact on department operations.
Confers wit attends meetings with other department personnel regarding policy and rate filings and provides technical assistance as necessary.
Supervises the development and implementation of bureau filing procedures for life and health insurance policies and rates.
Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary actions or dismissals.
Receives grievances or complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution
to grievance or complaint.
Prepares and signs employee performance evaluation reports.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of life and health insurance principles and practices, including claims and underwriting principles and practices and the socio-economic influences of insurance.
Knowledge of provisions of life and health insurance policies and related forms.
Knowledge of state laws and department regulations relating to life and health insurance.
Knowledge of principles and practices of life and health insurance rate-making.
Knowledge of principles and practices of administration and supervision.
Ability to analyze insurance policies and related forms.
Ability to interpret and comprehend insurance-related data.
Ability to plan and supervise the work of others.
Ability to establish and maintain effective working relationships with associates, insurance company officials, and trade association representatives.
Ability to express ideas clearly and concisely, orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Life and Health Insurance Policy Examiner 2;
or
Four years of progressively responsible in life and/or accident and health insurance underwriting, sales, or claims, or in drafting or reviewing and examining life and/or accident and health insurance policies and forms, or in a closely related area; and a bachelor's degree;
or
Designation as a Chartered Life Underwriter.
