SERIES NATURE OF WORK: The Contract Management job series describes work in the review and approval of contractual agreements and encumbrance documents.

DEFINITION: This is advanced professional work involving the review, analysis, and application of technical contract standards and policies in the Office of Comptroller Operations, Bureau of Payable Services, Contracts Division.

An employee in this job is responsible for analyzing, evaluating, and providing consultation in the development of highly complex contractual proposals, agreements, and amendments which include procurement, grant, memoranda of understanding, interagency agreements, and other commitment documents to ensure the inclusion of all necessary terms and conditions. Work involves an in-depth analysis of the contractual language, financial proposals, and scope of work content to ensure compliance with regulations, legislation, and sound business fiscal practices. Employees in this job are also responsible for analyzing purchase orders to determine if funds are being utilized in accordance with published directives, appropriated funding purposes, and sound contract administration practices. Work may include participating in the development of new strategic sourcing contracts and assisting in the development and delivery of training to Office of Comptroller Operations and agency personnel. Employees in this job interact with internal contract and accounting executive staff and agency officials on contractual fiscal issues. Work is performed under the direction of the Contract Management Supervisor who provides minimal guidance and reviews work upon completion for adherence to procedures, standards, and timeframes.

   DISTINGUISHING CHARACTERISTICS:

• Work is distinguished from the Contract Management Specialist 2 job by the scope of work assigned, which includes providing consultative assistance for the development    of contractual documents within a wide variety of federal and state laws, rules, and fiscal policies where entities can differ by operational methods and objectives, and can      also involve highly complex, high visibility proposals that can include multiple inter-related schedules that usually result in a high dollar financing agreement.

• Emphasis at this level is on analyzing highly complex contract documents, applying sound professional judgment and fiscal practices to support the development and            negotiation of the contract, and providing technical expertise on the most complex issues to ensure budgetary appropriateness and fiscal responsibility.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Provides consultation and guidance to agencies in developing highly complex contractual agreements.

• Assists agencies in final contract negotiations involving highly complex cost elements and fiscal implications by guiding agencies on best practices for pricing and payment strategies aligned with the type of grant, construction, or procurement activity.

• Reviews and recommends improvements to draft contract guidelines, agreements, or revisions for new or existing agency programs.

• Provides objective contract evaluation criteria, primarily from a financial standpoint.

• Participates as a non-voting member to ensure impartiality in the selection process or performs detailed review of request for proposal documents to provide input and recommendations on payment terms, validation on the propriety of cost proposals, and other fiscal issues.

• Works with the Department of General Services to develop new strategic sourcing contracts.

• Determines the legal authority, budgetary appropriateness, proper account coding, and if work falls within the scope of the contract.

• Determines necessary corrective actions, prepares detailed responses or presentations, and communicates resolutions to the agency or appropriate staff.

• Establishes encumbrances and enters related encumbrance adjustments.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of accounting principles and practices.

• Knowledge of computerized accounting processes.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of advanced contract methods and principles.

• Knowledge of state and federal laws, rules, regulations, and procedures impacting contractual functions.

• Knowledge of the principles, practices, and techniques of employee training development.

• Knowledge of applicable SAP software transactions.

• Ability to interpret and apply procedures, regulations, and standard business practices for the fiscal application of contractual agreements.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as a Contract Management Specialist 2;

or

• Three years of professional experience performing contract, accounting, or financial documentation and transactions review and analysis work, and a bachelor’s degree in finance, business, accounting, or a closely related field;

or

• Seven years of professional experience performing contract, accounting, or financial documentation and transactions review and analysis work;

or

• An equivalent combination of experience and training.
