CORPORATION TAX ACCOUNT SUPERVISOR

DEFINITION: This is supervisory bookkeeping work in the maintenance, examination, and analysis of corporation tax accounts in the Department of Revenue.

An employee in this class supervises a staff of technicians responsible for analyzing ledgers to determine the accuracy and appropriateness of debits and credits for corporation taxes, interest, penalties, and additional taxes for underpayment of tentative/estimated taxes; and maintaining corporation tax accounts. Reviews corporation tax reports, Federal audit reports of change, and correspondence to determine if adjustments are appropriate to the ledgers. Reviews assignments of employees for adherence to proper methods and procedures, trains new employees in all facets of their work, establishes goals and objectives for employees, resolves employees complaints and grievances, and prepares performance evaluations for employees. Confers with corporate officials, accountants, attorneys, and other representatives relative to making corrections to their accounts. Interprets corporation tax laws, regulations, legal precedents for employees, and corporate officials or their representatives. Analyzes complex corporate accounts to resolve problems encountered by staff. Work is performed independently under the direction of the Chief of the Accounting Division and is subject to general review for adherence to departmental rules, regulations, and policies.

EXAMPLES OF WORK: Supervises the work of technicians in the maintenance, examination, and analysis of corporation tax accounts.

Meets with corporate officials, accountants, and attorneys to discuss the status of corporate accounts.

Interprets rules, regulations, policies, procedures, and objectives for subordinates and corporate officials and/or their representatives.

Answers telephone inquiries from corporate officials, accountants, and attorneys.

Prepares journalizing instruction forms to post corrections on corporation accounts.

Identifies corporation accounts which warrant special attention and assists subordinates in completing difficult assignments.

Prepares job standards for each position based on approved job descriptions.

Reviews efficiency of work procedures and initiates changes to maximize personnel efforts and minimize duplications and errors.

Prepares standard operating procedures for section.

Prepares daily attendance reports, weekly production reports, and other reports.

Coordinates the collection of corporate tax account data for submission to the Board of Finance and Revenue.

Analyzes and prepares production statistics used in averaging and forecasting personnel needs.

Prepares correspondence for the Secretary's, Director's, and Division Chief's signatures.

Drafts form letters used within the section to correspond with taxpayers.

Attends division staff meetings, union grievance hearings, or other meetings as required to represent the division or the bureau.

Inventories equipment in section, plans for maintenance of equipment and forecasts future needs.

Works with division chief in setting goals for production/accomplishments by the section and reviews on a quarterly basis.

Reviews Corporation Tax reports, Federal audit reports of change, and correspondence to determine whether adjustment should be made on corporation accounts.

Evaluates employees' work performance and prepares and signs employees probationary, interim, and annual performance evaluation reports.

Receives grievances and complaints, conducts initial investigations into causes and conditions, and resolves and recommends solutions to grievances and complaints.

Initiates corrective disciplinary action for minor misconduct by subordinates and recommends major corrective disciplinary actions or dismissals.

Plans and implements a training program to include classroom and on the job training for subordinates.

Approves or disapproves leave requests and reviews subordinates' sick leave usage to determine if pattern of abuse exists.

Interviews applicants for vacancies with chief and makes recommendations.

Writes or updates existing job descriptions annually in conjunction with performance standards.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of basic bookkeeping principles and methods and their application to the examination and evaluation of Corporation Tax accounts.

Knowledge of Corporation Tax processing procedures, statutes regulations, policies, and laws.

Knowledge of current labor agreement provisions which affect the supervision of employees, the assignment of work and overtime, handling of grievances, and evaluation of work performance.

Ability to prepare journalizing instruction forms for use by staff.

Ability to organize and direct the flow of work of subordinates.

Ability to analyze and prepare production statistics to forecast personnel needs.

Ability to evaluate employees' performance and prepare employees' performance evaluation reports.

Ability to recommend employee selection.

Ability to read and interpret collective bargaining unit contracts applicable to the work performed by the Unit.

Ability to evaluate employees' training needs and request further education and training for subordinates.

Ability to identify corporation accounts which warrant special attention.

Ability to prepare account review statements which show tax liabilities of corporations.

Ability to review work procedures and initiate changes as appropriate.

Ability to express ideas clearly and concisely both verbally and in writing to attorneys, corporate officials, accountants, and other representatives.

Ability to learn the principles of effective employee supervision.

Ability to analyze corporation tax ledgers, corporation tax reports, and other corporate tax documents.

Ability to utilize a CRT terminal to obtain corporation tax information.

Ability to investigate the cause of employees grievances and complaints and recommend solutions.

Ability to coordinate the collection of corporate tax account data for submission to the Board of Finance and Revenue.

MINIMUM EXPERIENCE AND TRAINING: One year as a Corporation Taxes Account Technician.

Three years of bookkeeping experience involving accounts payable and/or accounts receivable.

                                                                                                                                                     or

Two years of bookkeeping experience involving maintaining and reviewing fiscal or financial records and six credit hours of accounting.

                                                                                                                                                    or

Three years of experience in the review of tax documents and six credit hours in accounting.

                                                                                                                                                   or

Any equivalent combination of training and experience which includes six hours in accounting.
