CORPORATION TAX OFFICER 2

DEFINITION: This is advanced technical work in analyzing and examining corporation tax reports or specialty tax reports to determine tax liability in the Department of Revenue.

An employee in this class is responsible for examining the more complex tax reports to determine the correct tax liability of corporations. The employee may also review tax reports filed for the various specialty taxes to determine the correct tax liability. Work includes approving or disapproving exemptions of corporations for processing, research and development, and manufacturing; and approving or disapproving exemptions of corporations for asset claims. Work also includes approving or disapproving apportionment fractions of multi-state corporations. Work involves the analysis of balance sheets, profit and loss statements, and other schedules within the tax report to ensure that the reported tax shown on the return is correct. Although work is governed in some detail by laws, regulations and procedures, independent judgement is required in the interpretation and application to individual cases. Work is performed under the general direction of a Corporation Tax Supervisor. Instructions are received by memorandum and conferences with the Corporation Tax Supervisor and the Corporation Tax Manager.

EXAMPLES OF WORK: Analyzes and determines tax liability on complex corporation tax reports and those corporations claiming apportionment or exemptions.

Analyzes and reviews final reports filed by corporations claiming exemptions or apportionment fractions to determine both the correct tax liability and whether the taxpayer has fulfilled all requirements to be removed from the Department's active records.

Corresponds with taxpayers to obtain additional required information.

Renders information pertaining to tax laws, policies and procedures to tax consultants and corporation representatives by telephone, correspondence or in conference.

Reviews Federal abstracts and reports of changes to determine if resettlements are required.

Initiates resettlements of the tax liabilities for more complex corporation reports based on receipt of additional information including federal audit changes or the filing of amended reports.

Represents the Department of Revenue in pre-settlement conferences.

Prepares requests for investigations of corporations when it is deemed necessary.

Reviews judicial actions (sheriff's sales, constable sales, bankruptcies and receiverships) to determine tax liabilities.

Interprets State and Federal Corporation tax laws and regulations in determining tax liabilities.

Computes corporation tax figures when Corporations Tax reports or Specialty Tax reports are reviewed.

Contact attorneys, accountants, and corporate officers to explain tax laws, regulations and court decisions.

Operates the Personal Computer to input the tax figures for corporations.

Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the principles and practices of accounting and auditing with special reference to corporation accounting.

Knowledge of State and Federal Corporation tax laws.

Knowledge of the principles of Corporation finance.

Knowledge of operating Personal Computers.

Ability to critically analyze State and Federal Corporation tax reports.

Ability to prepare technical correspondence independently.

Ability to establish and maintain effective working relationships with corporation representatives, tax consultants, other employees in the Department of Revenue and the general public.

MINIMUM EXPERIENCE AND KNOWLEDGE: One year as a Corporation Tax Officer 1;

                                                                                                                                                            or

Two years of professional accounting experience affording knowledge of State and Federal corporation tax laws; and a Bachelor's degree with major course work in accounting or business administration, including twelve (12) credits in accounting;

                                                                                                                                                           or

Any equivalent combination of experience and training which includes twelve (12) credits in accounting.
