CORPORATION TAX MANAGER

DEFINITION: This is managerial work in planning, organizing and directing a Corporation Tax or Specialty Tax program in the Department of Revenue.

An employee in this class is responsible for managing a major phase of the corporation tax program through the review and analysis of corporation tax reports. Work involves reviewing decisions of employees and making decisions on more complex taxing problems. Work includes supervising a moderate size staff of taxing officers and supervisors. An employee in this class is responsible for participating in formulating policies and procedures concerning Corporation or Specialty Taxes. Instructions are received by memoranda and through conferences with the Corporation Tax Division Chief and Corporation Tax Bureau Director. Work is performed independently but in accordance with laws, rules, regulations, procedures, policies, and precedents, under the general supervision of the Corporation Tax Division Chief and Bureau Director.

EXAMPLES OF WORK PERFORMED: Manages a major phase of the corporation tax program; assigns and reviews the work of taxing officers.

Directs employees in reviewing and analyzing the more complex corporation tax reports to insure proper settlement.

Represents the Department of Revenue on pre-settlement conferences.

Reviews stipulations received from the Office of Attorney General and applies findings of stipulations to the Corporation Taxes of companies to reduce the liabilities.

Participates with staff in formulating policies and procedures.

Instructs new personnel on policies, procedures, and State and Federal Corporation Tax laws.

Renders information pertaining to tax laws, policies, and procedures to tax consultants and corporation representatives by telephone, correspondence, or in conference.

Acts as a witness for the state in court or during corporation tax appeals.

Directs supervisors in resolving problems with tax settlements and resettlements for adherence to tax laws, regulations and court decisions.

Meets with the Auditor General’s staff to resolve disputes on tax settlements or resettlements and attends Office of Attorney General conferences to explain tax liability decisions when appeals have been filed for Corporate Tax settlements or resettlements.

Interprets Corporation Tax or Specialty Tax laws, regulations, policies and procedures.

Analyzes and comments on proposed statutory changes for corporation taxes or specialty taxes and recommends legislative action.

Meets with staff to inform them of new laws and administrative policy and changes.

Contacts attorneys, accountants, corporate officers and supervisors to answer tax questions.

Prepares and signs performance evaluations of supervisors, receives grievances and makes recommendations to resolve grievances, approves or disapproved leave requests, and makes recommendation to take disciplinary action against supervisors.

Interviews prospective employees for vacancies and makes recommendations in hiring prospective employees.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles and practices of accounting and auditing with special reference to corporation accounting.

Knowledge of State and Federal Corporation Tax laws.

Knowledge of the principles of corporation finance.

Ability to analyze and interpret tax laws, rules, regulations, policies and procedures pertaining to State and Federal Corporation Tax laws, regulations and court decisions.

Ability to evaluate performance of supervisors and to prepare performance evaluation reports.

Ability to evaluate supervisors training needs and request further education and training for supervisors.

Ability to review, analyze and comment on proposed legislation and to determine the impact on the corporation tax program.

Ability to make corporation tax liability determinations.

Ability to plan, assign, review, and supervise the work of taxing officers and supervisors.

Ability to critically analyze corporation tax reports.

Ability to prepare technical correspondence independently.

Ability to establish and maintain effective working relationships with corporate officials, other employees in the department of revenue, and the general public, and to deal with controversial matters in a tactful manner.

MINIMUM EXPERIENCE AND TRAINING: One year as a Corporation Tax Supervisor;

                                                                                                                                                         or

Five years of professional accounting experience affording knowledge of State and Federal Corporation Tax laws, including one year of supervisory experience; and a Bachelor’s degree with major course work in accounting or business administration, including twelve (12) credits in accounting

Any equivalent combination of experience and training which includes twelve (12) credits in accounting.
