DEFINITION: This is professional managerial work in planning and directing the development of enterprise-wide policy and programs for the Bureau of Organization Management in the Office of Administration.

The employee in this job manages the Organization Management program for the commonwealth, which consists of position classification services, Classification and Pay Plan management, organization design, employee classification appeals, classification grievances and arbitrations, temporary assignment in a higher classification policy, and the development and administration of the Commonwealth's salary and wage programs. Work involves developing program goals, objectives, and priorities to assure that all positions are properly classified; that the Classification and Pay Plan is maintained in a logical and orderly manner; and that pay policy is developed and administered equitably. Important aspects of the work involve providing consultative support on all classification, pay, and organization matters; developing coordinated collective bargaining positions in all program areas and assisting the Bureau of Employee Relations in labor negotiations; and advising the executive staff on related issues. Work is assigned by the Director, Talent Management Office in the form of broad goals and objectives and the employee exercises independent judgment in determining program priorities. Work is reviewed through meetings and reports for attainment of goals and objectives and program quality.

• Manages the work of the Bureau through subordinate staff.

• Directs the management of the commonwealth's Classification and Pay Plan.

• Oversees the classification of all positions.

• Directs the development of pay proposals for all employees under the Governor's jurisdiction.

• Directs the development of rules and regulations that govern pay administration practices in the commonwealth.

• Advises the executive staff on classification, pay, and organization policy issues.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human resource management and administration.

• Knowledge of the principles and practices of comprehensive classification and compensation program development and administration.

• Knowledge of the principles of organization design.

• Knowledge of current pay administration policies and procedures.

• Knowledge of the principles and practices of supervision.

• Knowledge of research principles and practices.

• Knowledge of report writing methods and techniques.

• Knowledge of the use of industry standard software application programs, such as word processing, spreadsheet, e-mail, and database.

• Ability to analyze and interpret statistical data.

• Ability to read and interpret written information.

• Ability to effectively communicate orally.

• Ability to effectively communicate in writing.

• Ability to establish and maintain effective working relationships.

• Knowledge of commonwealth classification and compensation programs and services.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional human resources management experience, including two years directing a major human resources program that included organization, classification, and compensation services, and a bachelor's degree;

or

• An equivalent combination of experience and training.
