 JOB TITLE: HUMAN RESOURCE DIRECTOR

DEFINITION: This is highly responsible managerial and consultative human resource (HR) work.

An employee in this job is responsible for directing the administration of a full functioning human resource program including employee relations, organization management, talent acquisition, talent development, recruitment, workforce support, safety, work related injury, time administration, and compensation. Work also involves providing strategic and consultative guidance in the evaluation, coordination, and delivery of human resource services to align the organization’s mission with human resources laws, policies, and rules. Work may include managing executive recruitment searches, performing compensation studies, and consulting with and providing human resource guidance to an administrative board or commission. Supervision is exercised over a staff of professional employees. Work is performed independently and is reviewed by an administrative supervisor for the attainment of objectives and overall effectiveness of operations.

• Directs a full functioning human resource program for an agency including human resource work that is operational and developmental in nature.

• Collaborates with agency executives and management staff to assess talent planning, recruitment, talent acquisition, organization management, and talent development needs of program areas.

• Evaluates, interprets, applies, and implements commonwealth human resource policies, considering agency needs and applicable HR laws and regulations.

• Monitors and evaluates the effectiveness of agency HR programs.

• Directs investigations for employee relations issues and complaints.

• Directs position classification reviews and ensures the proper classification of positions based on complement and classification authority.

• Participates in agency board meetings by presenting human resource program information or initiatives; and serves as an HR liaison to board and subcommittee members.

• Procures solicitations for consultants to administer executive recruitment searches and participates in the recruitment and selection process.

• Conducts compensation studies used to develop, update, and revise the classification and compensation of agency investment professional and attorney jobs.

• Collaborates with agency executives to develop a yearly agency strategic plan including setting goals and milestones.

• Collaborates with executive staff, agency stakeholders, board members, and consultants to regularly revise and administer the classification and compensation structure for agency investment professionals and attorneys.

• Evaluates findings from external audits and creates a strategic plan to implement recommendations.

• Develops, implements, and reviews agency policies.

• Participates in board meetings, making recommendations on HR program related topics.

• Provides technical assistance to supervisors and managers on the administration of collective bargaining agreements.

• Supervises Human Resource Analyst employees who are responsible for directing major functional areas of HR.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human resource administration.

• Knowledge of the methods and techniques used in researching, reviewing, and analyzing data.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Human Resource Analyst 4 (commonwealth title);

or

• One year as a Field Human Resource Officer 3 (commonwealth title);

or

• Five years of professional analytical experience including three years of professional human resource experience, and a bachelor's degree;

or

• An equivalent combination of experience and training.
