 JOB TITLE: HUMAN RESOURCE DIRECTOR, LIQUOR CONTROL BOARD

DEFINITION: This is highly responsible managerial and consultative human resource (HR) work for the Pennsylvania Liquor Control Board (PLCB).

The employee in this job is responsible for directing the administration of human resource work for the PLCB. Work involves directing a full functioning human resource program including employee relations, organization management, compensation, complement management, talent development, recruitment, and equal employment opportunity for an organization subject to multiple non-standard pay schedules, specialized job titles, and multiple employee unions. Work also involves providing strategic and consultative guidance in the evaluation, coordination, and delivery of human resource services to align the organization’s mission with HR laws, policies, and rules. Supervision is exercised over a staff of professional employees. Work is performed independently and is reviewed by an administrative supervisor for the attainment of objectives and overall effectiveness of operations.

• Directs a full functioning human resource program for an agency including HR work that is operational and developmental in nature.

• Directs the conduct of agency organization management, including position classification reviews, specification development and revision, and organizational reviews; and recommends organizational structures that enhance efficiencies and support profitability.

• Directs the implementation of HR Systems and Services programs including safety, workers compensation, Family Medical and Leave Act (FMLA), employee and position transactions, employee benefits, time and attendance, payroll, employee support services, complement management, and HR data reporting.

• Directs the agency Equal Employment Opportunity program.

• Collaborates with agency executives and management staff to assess talent planning, recruitment, talent acquisition, organization management, and talent development needs of program areas.

• Advises agency executive staff on HR policy, best practices, and human capital performance for retail and regulatory work.

• Collaborates with agency executives to maximize efficiencies, implement cost containment initiatives, and develop a yearly agency strategic plan that includes setting goals and milestones.

• Collaborates with the budget office to develop a budget, review costs, and make recommendations for spending.

• Directs complement control and staffing level reviews and determinations for retail staff.

• Participates in negotiating with multiple unions on pay related issues such as pay compression and pattern bargaining.

• Develops store operational policies and other polices unique to the PLCB.

• Participates in board meetings, making recommendations on HR program related topics.

• Provides technical assistance to supervisors and managers on the administration of collective bargaining agreements.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human resource administration.

• Knowledge of the methods and techniques used in researching, reviewing, and analyzing data.

• Knowledge of the principles and practices of strategic planning.

• Knowledge of project management methods and techniques.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Human Resource Director or Human Resource Analyst 5 (commonwealth titles);

or

• Six years of analytical experience, including four years of professional human resource experience, and a bachelor's degree;

or

• An equivalent combination of experience and training.
