DEFINITION: This is professional managerial work directing the operations of the Position Classification Services Division in the Bureau of Organization Management (BOOM).

The employee in this job manages position classification and related services for commonwealth agencies. Work involves ensuring a collaborative approach to delivering position classification services, providing consultative support and direction on highly complex classification and organization management issues, ensuring compliance with service level agreements, and developing and implementing processes and procedures for improved enterprise coordination of position classification services. Work also involves managing classification services for housing authorities and local government organizations. Supervision is exercised over a professional staff responsible for delivering position classification services. Work is performed independently under the general direction of the Director, Bureau of Organization Management and is reviewed through conferences and reports for results attained and overall effectiveness.

• Oversees staff responsible for reviewing and evaluating agency position classification, Temporary Working Out of Classification (TWOC), and supervisor change requests; preparing and implementing agency reorganization requests; and providing consultation on classification, compensation, organization management, and related issues.

• Ensures the consistent and technically sound application of classification and compensation principles on a statewide basis.

• Identifies areas of potential improvement in division and bureau operations and recommends creating or revising organization management policies and procedures.

• Meets with agency program managers and HR staff to provide strategic support and facilitate resolutions for challenging organization management issues.

• Coordinates position classification services with other HR functions, such as employee relations, talent planning, enterprise recruitment, talent acquisition, and talent development.

• Provides strategic and technical support to bureau staff on organization management issues affecting or impacted by other divisions.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of human resource management.

• Knowledge of the principles and practices of classification and compensation program administration.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Human Resource Analyst 5 (commonwealth title);

or

• Six years of professional human resource management experience that includes two years of consultative classification and compensation experience; and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional consultative classification and compensation experience.
