DEFINITION: This is highly responsible managerial and professional work directing human resource management (HRM) strategic planning efforts for the Human Resource Shared Services Office in the Office of Administration (OA).
The employee in this job develops and directs the implementation of strategic plans and initiatives to improve the efficiency and effectiveness of human resource shared services. Work involves directing, planning, evaluating, and coordinating human resource operations and the Human Resource Information Systems (HRIS) catalog of services and functions; providing advisory support to the Deputy Secretary for HRM regarding strategic planning and operational issues; and ensuring the alignment of strategic plans and goals among all shared service areas. Supervision is exercised over subordinate supervisors and professional and support staff. Work is performed under the general direction of the Deputy Secretary for HRM and is reviewed through meetings and reports for attainment of goals and objectives.

• Directs and coordinates the portfolio of HR systems workstreams in alignment with the strategic priorities of the Deputy Secretary of HR and the Secretary of Administration.
• Collaborates with IT leadership to plan project work, run project steering committees, and prioritize projects to meet goals and objectives.
• Provides guidance to project team members on HRIS projects around effective project and vendor management, ensuring project success.
• Develops and maintains relationships with partners in the software vendor and integrator communities to effectively develop and plan the HRIS roadmap for human resources and optimize service delivery.
• Directs staff engaged in aligning technology with the service delivery needs of human resources, including the implementation and support of HR case management, telephone systems, executive dashboards, and employee-facing portals.
• Directs staff responsible for identifying operational human resource processes that can be optimized, centralized, and/or automated for greater efficiency and transparency.
• Provides direction to the HR Service Center Director, Program Support Office Director, and Enterprise Systems and Data Analytics Director to ensure alignment with strategic human resource priorities.
• Collaborates with agency executive leadership teams, program managers, business partners, and OA representatives to plan, align, and execute strategic solutions and services that address a broad range of HRM issues involving technology and service delivery strategies.
• Develops and directs the implementation of short and long term HRM strategic planning goals and initiatives, policies, and operational process improvements to ensure the technology roadmap for human resources is aligned with strategic goals and objectives.
• Ensures effective communication of critical program and operational issues occurs among all stakeholders, including those in agencies, enterprise organizations, and other business partners.
• Advises the Deputy Secretary for HRM on how to best utilize the vendor community to fulfill strategic goals and objectives and how to best utilize the HR billing model to fund human resource technology initiatives.
• Performs the full range of supervisory functions.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year as a Human Resource Delivery Center Manager (commonwealth title):
or
• Eight years of professional human resource experience, which includes four years of supervisory experience, and a bachelor's degree;
or
• An equivalent combination of experience and training, which includes four years of professional supervisory experience in human resources.
