DEFINITION: This is responsible professional and administrative work in directing the Bureau of Equal Employment Opportunity (EEO) in the Office of Administration (OA).

The employee in this job is responsible for planning, directing, and coordinating the development, monitoring, and evaluation of the enterprise-wide EEO program and related activities. Work involves evaluating, customizing, and implementing equal employment programs and services that ensure equal opportunity for applicants and employees and to eliminate discriminatory practices in agencies under the Governor’s jurisdiction. Work also involves the identification and analysis, and the development and recommendation of policy proposals and programs to develop awareness of and resolve EEO issues, increase employment opportunities, recommend strategies and methods that promote a culture of diversity, inclusion, and equal opportunity, and measure the productivity of Equal Opportunity (EO) Specialists. Work includes directing and coordinating staff efforts to provide guidance and evaluation to agencies in the formulation and implementation of effective EEO plans and programs consistent with the goals of the commonwealth. Supervision is exercised over professional, technical, and clerical staff. Work is performed with considerable independence and is subject to review by an administrative supervisor for effectiveness in representing the interests of management.

• Serves as the EEO Officer for the commonwealth.

• Directs the development, revision, implementation, and interpretation of enterprise-wide EEO and disability-related policies, such as management directives, executive orders, and manuals affecting all agencies under the Governor’s jurisdiction.

• Meets with high level management officials and union representatives to foster an understanding and appreciation of commonwealth EEO efforts and to identify and resolve sensitive problems concerning program policy or actions.

• Develops EEO program goals and objectives and recommends procedures and systems to correct personnel practices and systems found to be discriminatory.

• Monitors and evaluates the effectiveness of program initiatives.

• Assesses the training needs of agency staff assigned to develop and implement EEO plans and programs and plans appropriate training.

• Directs the review and approval of agency EEO plans for consistency with the commonwealth’s equal employment opportunity goals.

• Provides technical assistance and guidance to Equal Opportunity Specialists in the application of techniques to evaluate and develop program alternatives and performance levels.

• Directs the collection, analysis, and reporting of quantitative data for the definition of problem issues and decision making including recruitment, minority populations, furlough, and career mobility.

• Reviews and interprets civil rights legislation to determine trends and impact on the commonwealth's EEO program.

• Supervises the advisement of complainants regarding available grievance channels, time constraints for filing, and advisability of multiple filings to expedite the resolution of complaints and grievances based on discriminatory practices.

• Oversees the administration of the appeal process and conducts investigations for internal discrimination and disability-related complaints when agency options are exhausted.

• Directs the reporting of EEO information required by Federal and state laws.

• Performs the full range of supervisory functions.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws and regulations governing EEO, non-discrimination, and disability-related matters.

• Knowledge of the principles and practices of EEO administration.

• Knowledge of the employment problems of minorities, women, and other disadvantaged persons, and how these problems affect employment and the work environment.

• Knowledge of the principles and practices of human resources management.

• Knowledge of the principles and practices of public administration.

• Knowledge of investigative principles and practices.

• Knowledge of interviewing methods and techniques.

• Knowledge of data collection methods and techniques.

• Knowledge of research principles and practices.

• Knowledge of report writing methods and techniques.

• Knowledge of the use and functionality of Microsoft Office suite software.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional equal employment opportunity program experience, two of which include serving in a supervisory or administrative capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes two years in a professional supervisory or administrative capacity.
