DEFINITION: This is professional and administrative work overseeing the Department of Corrections (DOC) Training Academy.

The employee in this job oversees the DOC Training Academy, including all operational activities and training and development programs for staff at state correctional institutions, community corrections centers, parole offices, and county prisons. Work involves creating and revising policies and procedures, overseeing the budget, creating the annual training plan and training report, and overseeing all operational activities including food, business management, facility maintenance, and information technology services. Work includes overseeing, through subordinate supervisors, the coordination of classes, programs, and curriculum development activities. Work is performed under the direction of the Deputy Secretary for Administration and is reviewed through inspections, reports, and conferences for program effectiveness.

• Oversees training and development programs, including basic training, supervisory development training, corrections leadership development programs, CPR and first aid training, instructor certification training, and other specialized trainings and programs.

• Oversees the implementation of the department's Corrections Officer training program both at the academy and through the on-the-job apprenticeship program at the correctional institutions.

• Oversees the planning, development, and implementation of the Parole Agent training program.

• Oversees the implementation of training and development programs for PA county prison systems.

• Approves or disapproves all department out-service training requests and contracts.

• Develops, implements, and maintains DOC policies and procedures on staff training and development and ensures compliance with the American Correctional Association (ACA) training standards.

• Oversees the preparation of the annual budget and reviews monthly expenses for the Training Academy.

• Develops and oversees the implementation of the DOC annual training plan and reviews training plans developed for each correctional institution and community corrections region to ensure compliance with mandated training requirements.

• Prepares the DOC annual training report detailing training accomplishments for the preceding fiscal year, and reviews and evaluates reports submitted by field training coordinators.

• Serves as coordinator for programs conducted by the National Institute for Corrections (NIC) and the National Association for Corrections (NAC) for state employees.

• Promotes community understanding of the Training Academy through news releases, speeches, guided tours, and other public relations activities.

• Participates in labor and management meetings and contract negotiations impacting the Training Academy.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.


• Knowledge of modern correctional principles and practices.

• Knowledge of state and county correctional training programs.

• Knowledge of human resources, budget, and business management services.

• Knowledge of care, custody, and control standards, procedures, and methods.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of experience in the field of corrections that includes two years of professional experience developing and presenting training courses and two years of professional supervisory experience, and a master's degree in psychology, education, criminal justice, or a related field;


• Seven years of experience in the field of corrections that includes four years of professional experience developing and presenting training courses and two years of professional supervisory experience;


• An equivalent combination of experience and training that includes two years of professional supervisory experience developing and presenting training courses in the field of corrections.
