DEFINITION: This is administrative and managerial work in the collection, organization, classification, analysis, and summarization of quantified data in the Center for Workforce Information & Analysis (CWIA), Department of Labor & Industry (L&I). An employee in this job directs the operations of their assigned division within CWIA. Work involves managing the collection, analysis, and presentation of quantified data to produce timely, objective, and credible workforce statistics; satisfy governmental reporting requirements; and provide detailed analytical support. Duties include directing and providing general guidance to staff; and coordinating research and statistical activities with other L&I bureaus, state agencies, other states, and the federal government. Work is performed independently within established guidelines and is reviewed by the bureau director through reports, meetings, and the overall effectiveness of bureau programs.

• Directs statewide programs collecting, classifying, reporting, publishing, analyzing, and interpreting quantified statistical data and labor market information.

• Directs the preparation, publication, and dissemination of standardized statistical, ad-hoc, and special research reports to meet the needs of CWIA’s customers.

• Confers with state administrative officials and other partners to keep abreast of labor market developments and to determine the need for new programs, customized studies, and special projects.

• Directs the utilization of statistical methods and procedures used for the collection, evaluation, reporting, publication, and analysis and interpretation of quantified data.

• Oversees the application of the most appropriate programs, technologies, and mathematical or statistical methods for the evaluation, analysis, and interpretation of data to meet reporting requirements.

• Drives the preparation of statistical analyses on the projected effects of new and proposed legislation.

• Acts on the director’s behalf as required in matters related to budget, staffing, and program operations.

• Represents CWIA by presenting at or participating in conferences, forums, workshops, trainings, and other professional events.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates work consistent with operational or organizational requirements.

• Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of complex mathematical and statistical methods, formulae, and computations.

• Knowledge of research techniques and methods.

• Knowledge of the sources and availability of statistical information and data.

• Knowledge of the use and functionality of Microsoft Office Suite, data visualization tools, and other relevant statistical software.

• Knowledge of the principles and practices of supervision.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Statistician Manager or Statistician Supervisor 2 (commonwealth titles);

or

• Four years of professional experience in the collection, compilation, editing, and statistical analysis of quantified data including or supplemented by two years of supervisory experience;

or

• An equivalent combination of experience and training that includes two years of supervisory experience.
