SERIES NATURE OF WORK: The Alcohol Education Specialist series describes work in the development and delivery of alcohol education and outreach services at the Pennsylvania Liquor Control Board (PLCB).

DEFINITION: This is professional work in the development and delivery of alcohol education and outreach services at the PLCB.

An employee in this job performs a variety of assignments in administering programs of public and industry outreach dedicated to the prevention of alcohol-related problems. Work may involve providing licensee training, evaluating and monitoring third-party provided licensee training, and providing technical assistance to licensees and their employees in all aspects of the Responsible Alcohol Management Program (RAMP). Work may include evaluating grant applications; monitoring the administration of PLCB-issued grants used by community groups, government and law enforcement agencies, educational institutions, and other entities for alcohol education and abuse prevention initiatives; and providing technical assistance to outside organizations, or statewide leadership for, alcohol education and abuse prevention initiatives. Work requires maintaining fluency in issues related to underage and dangerous drinking, as well as the legal and regulatory issues pertaining to alcohol; and serving as a consultative information resource for liquor licensees and educational, governmental, law enforcement, community, and other stakeholders interested in the advancement of legal and responsible alcohol consumption messaging efforts and the prevention of alcohol-related problems. Work is performed independently and is reviewed by an Alcohol Education Specialist Supervisor for adherence to program objectives and an evaluation of results obtained.

• Conducts owner/manager Responsible Alcohol Management Program training sessions.

• Conveys, interprets, and explains grant services, objectives, policies, and application procedures to organizations, advisory board members, legislators, professional associations, and others as requested.

• Evaluates independently-provided alcohol seller/server trainings to ensure accurate curriculum content and professional delivery of information.

• Evaluates and scores grant applications to determine adherence to grant requirements.

• Represents the PLCB at various local and statewide events; makes presentations and responds to questions on RAMP and other alcohol-related topics.

• Monitors grantees’ expenditures of funds utilizing spreadsheets and databases to make budgetary projections and to ensure fiscal accountability and accuracy.

• Collects, analyzes, and prepares statistical data for bureau reports.

• Researches, prepares, and responds to inquiries from the public regarding alcohol related issues, both orally and in writing.

• Remains current on issues related to underage and dangerous drinking, and legal and regulatory issues pertaining to alcohol by participating in conferences, meetings, independent reading and research, and other means.

• Establishes and maintains effective working relationships with external stakeholders.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Successful completion of the Alcohol Education Specialist Trainee program;

or

• One year of professional teaching, classroom instruction, or formal training experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training which includes one year of professional teaching, classroom instruction, or formal training experience.
