SERIES NATURE OF WORK: The Alcohol Education Specialist series describes work in the development and delivery of alcohol education and outreach services at the Pennsylvania Liquor Control Board (PLCB).

DEFINITION: This is supervisory and professional work in the development and delivery of alcohol education and outreach services at the PLCB.

An employee in this job supervises Alcohol Education Specialists and Alcohol Education Specialist Trainees in administering programs of public and industry outreach dedicated to the prevention of alcohol-related problems. Work may involve overseeing the provision, evaluation, and monitoring of training; and supervising the provision of technical assistance to licensees and their employees in all aspects of the Responsible Alcohol Management Program (RAMP) for an assigned region. Work may include supervising the evaluation of grant applications and the administration of PLCB-issued grants used by community groups, government and law enforcement agencies, educational institutions, and other entities for alcohol education and abuse prevention initiatives; and supervising the provision of technical assistance to outside organizations, as well as the provision of statewide leadership, for alcohol education and abuse prevention initiatives. Work requires maintaining personal proficiency and ensuring subordinates’ fluency in issues related to underage and dangerous drinking, as well as the legal and regulatory issues pertaining to alcohol, to supervise staff who serve as consultative information resources for liquor licensees and educational, governmental, law enforcement, community, and other stakeholders interested in the advancement of legal and responsible alcohol consumption messaging efforts and the prevention of alcohol-related problems. Work is performed with considerable independence and is subject to review by an Alcohol Education Program Manager through conferences, reports, and an evaluation of results obtained.

• Conducts and supervises the conduct of owner/manager Responsible Alcohol Management Program training sessions.

• Supervises and participates in the evaluation and scoring of grant applications to determine adherence to grant requirements.

• Supervises the evaluation of third-party provided alcohol seller/server trainings to ensure accurate curriculum content and professional delivery of information.

• Represents the PLCB and its alcohol education efforts at local and statewide conferences, seminars, and trade shows by giving presentations and fielding questions.

• Supervises the evaluation of the effectiveness of grantees’ initiatives and the monitoring of grantees’ expenditures of funds utilizing spreadsheets and databases.

• Supervises the collection, analysis, and preparation of statistical data for Bureau reports.

• Researches, prepares, and responds to inquiries from the public regarding alcohol related issues, both orally and in writing.

• Remains current on issues related to underage and dangerous drinking, and legal and regulatory issues pertaining to alcohol by participating in conferences, meetings, independent reading and research, and other means.

• Establishes and maintains effective working relationships with external stakeholders.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as an Alcohol Education Specialist;

or

• Two years of professional teaching, classroom instruction, or formal training experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training which includes two years of professional teaching, classroom instruction, or formal training experience.
