SERIES NATURE OF WORK: The Alcohol Education Specialist series describes work in the development and delivery of alcohol education and outreach services at the Pennsylvania Liquor Control Board (PLCB).
DEFINITION: This is professional managerial work in the development and delivery of alcohol education and outreach services at the PLCB.
An employee in this job manages, through subordinate supervisors, the administration of public and industry outreach programs dedicated to the prevention of alcohol-related problems. Work may involve managing the provision, evaluation, and monitoring of training; and managing the provision of technical assistance to licensees and their employees statewide in all aspects of the Responsible Alcohol Management Program (RAMP). Work may include managing the evaluation of grant applications, and monitoring the administration of PLCB-issued grants used by community groups, government and law enforcement agencies, educational institutions, and other entities for alcohol education and abuse prevention initiatives; and managing the provision of technical assistance to outside organizations, as well as the provision of statewide leadership, for alcohol education and abuse prevention initiatives. Work requires maintaining personal proficiency and ensuring subordinates’ fluency in issues related to underage and dangerous drinking, as well as the legal and regulatory issues pertaining to alcohol, to manage staff who serve as consultative information resources for liquor licensees and educational, governmental, law enforcement, community, and other stakeholders interested in the advancement of legal and responsible alcohol consumption messaging efforts and the prevention of alcohol-related problems. Work is performed with considerable independence and is reviewed by the Director, Bureau of Alcohol Education through conferences, reports, and an evaluation of results obtained.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):
• Plans, assigns, and directs through subordinate supervisors, the work of subordinate staff delivering owner/manager RAMP training and RAMP certification technical support.
• Establishes grant compliance mechanisms and reviews grants for compliance.
• Approves the certification of third-party trainers who provide seller/server training meeting RAMP certification requirements.
• Attends meetings of professional, volunteer, community, and other organizations advancing responsible alcohol consumption and social responsibility to represent the PLCB and its alcohol education outreach efforts, and to remain current on issues related to underage and dangerous drinking.
• Reviews and approves contractor/grantee invoices.
• Directs the collection, analysis, and preparation of statistical data for Bureau reports.
• Directs the biennial update of the Report to the Pennsylvania General Assembly on High Risk and Underage Drinking as required by Act 85 of 2006.
• Establishes and maintains effective working relationships with external stakeholders.
• Performs the full range of supervisory duties.

• Knowledge of issues related to underage and dangerous drinking.
• Knowledge of the legal and regulatory issues pertaining to alcohol applicable within Pennsylvania.
• Knowledge of the principles and practices of alcohol education and abuse prevention program planning and development.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• One year as an Alcohol Education Specialist Supervisor;
or
• Three years of professional teaching, classroom instruction, or formal training experience, including one year of lead work within an academic department or institution or training organization, and a bachelor’s degree;
or
• An equivalent combination of experience and training which includes three years of professional teaching, classroom instruction, or formal training experience, one of which is lead work within an academic department or institution or training organization.
