DIRECTOR, BUREAU OF ALCOHOL EDUCATION

DEFINITION: This is responsible professional and managerial work directing the statewide development, planning, implementation, and evaluation of alcohol education, abuse prevention, and information program services provided by the Pennsylvania Liquor Control Board.

The employee in this class is responsible for serving as the Pennsylvania Liquor Control Board's primary consultant and adviser to liquor licensees, state and national advocacy/coalition groups, malt beverage/liquor manufacturers, and the public on matters dealing with alcohol education, abuse prevention, and responsible alcohol management. Work involves directing subordinate professional and technical staff in the delivery of a variety of structured alcohol education programs and information services to licensees, schools, civic organizations, advocacy, and special interest groups. Work also requires determining program goals, objectives and priorities; evaluation of statewide and regional program effectiveness; the coordination of program grants; and the analysis of legislative proposals related to alcohol education and information. Work includes meeting with municipal and judicial officials, industry officials, school teachers and administrators, special interest groups, licensees, representatives of other state agencies, legislators, civic organizations, and coalition groups to discuss key issues and develop programs dealing with alcohol education, prevention, and abatement. The employee receives general administrative direction as to the overall agency goals, objectives and policies. Work is performed within the general policy guidelines of the Board, and is reviewed for program quality and effectiveness of results by the Director of Administration and the Board.

EXAMPLES OF WORK: Plans, organizes, develops, and directs all alcohol education, abuse prevention, and information services programs available through the Pennsylvania Liquor Control Board.

Directs the Bureau of Alcohol Education.

Recommends policies to the Board relating to responsible alcohol management and youth alcohol awareness within the Commonwealth.

Directs the development, implementation and evaluation of programs, policies, and procedures to insure compliance with the Board's stated mission of sustaining a comprehensive program of public and industry outreach dedicated to the prevention of alcohol abuse and the elimination of underage alcohol consumption.

Manages comprehensive, statewide educational, and informational programs, funded through public and private grants, focusing on underage drinking issues, youth leadership development, abuse prevention, and public education and media exposure.

Provides consultation and technical assistance to retail liquor licensees, malt beverage, and liquor industry representatives, and the public on all matters related to alcohol abuse prevention, responsible sales practices, comprehensive licensing requirements, and youth at-risk management and educational programs.

Coordinates with various media representatives and resources for the development and delivery of public service announcements related to alcohol education programs, information services, and abuse prevention.

Establishes and maintains liaison with national and state alcohol education, abuse prevention, and awareness organizations, municipal and judicial officials, school officials, and representatives from other state agencies to promote the Board's alcohol education objectives.

Serves as principal leader/advisor for grant-supported coalition and advocacy groups.

Serves as board member, participant, and speaker for a variety of national organizations/advisory groups engaged in the promulgation of alcohol education and responsible alcohol management to include the NABCA Education Task Force, North American Partnership for Responsible Hospitality, SADD, and MADD.

Reviews proposed legislation related to alcohol awareness and education to determine intent, consistency, and effect on existing policy and provides appropriate recommendations to the Board.

Employees in this class may participate in the performance of their subordinates work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of alcohol education and prevention program administration.

Knowledge of program planning methods and techniques.

Knowledge of supervisory principles and practices.

Knowledge of alcohol prevention education methods and materials targeted toward elementary, secondary, and post-secondary education.

Knowledge of basic teaching techniques and methods and of their advantages and disadvantages in relation to achieving educational aims and in application of different social and cultural settings.

Knowledge of evaluation techniques to determine the effectiveness of an informational program in public and private, elementary, secondary, and post-secondary schools.

Knowledge of applicable Commonwealth laws pertaining to alcohol sales, alcohol consumption, and driving under the influence.

Knowledge of effective public relations techniques and procedures.

Knowledge of the nature and functions of community agencies which may contribute to or benefit from a comprehensive alcohol education and information program.

Ability to interpret legislation and regulations relevant to alcohol sales, consumption, and management.

Ability to organize and express ideas clearly and concisely, orally, and in writing.

Ability to speak effectively before large groups.

Ability to establish and maintain effective working relationships with associates, subordinates, state and local government officials, school administrators, business and civic leaders, and the general public.

Ability to provide leadership and managerial guidance to alcohol specific and alcohol related coalition and advocacy groups.

Ability to develop and implement new and innovative alcohol education, abuse prevention, and information programs.

Ability to develop, install, and evaluate administrative procedures and operations.

Ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.

Ability to write and edit informational materials and to develop other types of educational media such as video packages and exhibits.

Ability to plan, organize, and assign work to subordinates.

Ability to evaluate employee performance and prepare formal performance evaluation reports.

Ability to read and interpret collective bargaining unit contracts applicable to work performed by the bureau.

Ability to read and interpret Commonwealth and agency administrative rules, regulations, policies, and procedures.

MINIMUM EXPERIENCE AND TRAINING: Five years of professional experience in a public information program or organization involving the review, analysis, and implementation of procedures, policies, and directives, including three years in a supervisory capacity; and a bachelor's degree in public policy, drug, and alcohol prevention, behavioral science, counseling, or a related field;
