DEFINITION: This is highly responsible supervisory and professional editorial management work in the field information and publications.

An employee in this class plans, directs, organizes, supervises and participates in the work of a staff engaged in the conceptualization, editing, design, layout, production, and dissemination of the major publications program for an agency. Work involves gathering information, conferring with clients to using the client's ideas as guides. Employees receive general supervision and work is reviewed through conferences and observation of results.

EXAMPLES OF WORK PERFORMED: Supervises a staff which might include subordinate editors, writers, production coordinators, artists, layout specialists and clerical employees.

Serves as the creative force for conceptualizing the content, format and look of all publications, including overseeing decisions about graphic and typography.

Leads production teams in conferences with clients to discuss the most effective means to communicate their messages; sees decisions are carried out.

Insures that all publication are clear, concise, direct and informative in the their use of language.

Assess and evaluates format, frequency, distribution and effectiveness of all agency publication and production and production system.

Supervises the bidding procedures and preparation of contracts for printing.

Upgrades the look of all publications in conformance with the most creative contemporary design principles.

Directs the development and/or use of photographs appropriate for the publications.

Checks all publications to determine necessity, format, and conformity to department policies.

Regularly contacts people throughout the department to insure that their publication needs are being net.

Answers correspondence requesting formation on publications.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Thorough knowledge of publication planning, design, layout and production.

Through knowledge of English usage, grammar, spelling, sentence structure and punctuation.

Considerable knowledge of the readability of type faces and line lengths.

Considerable knowledge of the techniques involved in proper utilization of photographic materials in publications.

Skill in editing for clarity, conciseness, readability and contemporary English usage.

Ability to use imagination and creativity in the field of writing and publication production.

Ability to recognize, develop and encourage clear, communicative and imaginative publications layout.

Ability to analyze information for presentation in publications.

Ability to plan, organize and supervise the work of others.

Ability to establish and maintain effective working relationships with co-workers, administrators, officials, of the department and the general public.



Three years of experience in editorial work which has included writing, editing, and use of photography and graphics in publication, and a bachelor's degree with major course work in English, journalism or communication;


Any equivalent combination of experience and training.
