SERIES NATURE OF WORK: The Unemployment Compensation (UC) Tax Technician job series describes work determining employer tax liability and maintaining employer tax accounts ensuring compliance with UC laws and regulations.

DEFINITION: This is technical work reviewing and maintaining employer UC tax accounts in the Office of Unemployment Compensation Tax Services, Department of Labor and Industry.

An employee in this job determines employee and employer UC tax liability, the existence of employer-employee relationships, and the applicability of UC laws to employer and employee tax contributions. Work involves maintaining employer UC tax accounts and reviewing employer information to determine the appropriate rate of taxation. Work is performed independently and is reviewed by an Unemployment Compensation Tax Technician Supervisor for timeliness, accuracy, and adherence to established standards, policies, and procedures.

• Investigates wages with respect to claims filed for UC benefits.

• Determines and issues contribution rates for employers in applying the experience rating provisions of the UC law.

• Reviews the quarterly Employer’s Report for Unemployment Compensation for accuracy, internal consistency, and to determine that the correct amount of unemployment compensation tax has been paid.

• Collects monetary delinquencies by issuing bills to contributory and reimbursable employers for both employer and employee UC tax liabilities.

• Initiates assignments, when procedurally required, for the Audit and Compliance Division.

• Initiates liens and legal actions on delinquent employer accounts, including the preparation of lien payoff statements.

• Verifies delinquent UC tax payments and allocates funds received to penalty, interest, or to employee/employer contributions in the correct quarter.

• Establishes UC tax credit balances and initiates requests for refunds.

• Receives, investigates, and responds to employer and third-party inquiries concerning the Unemployment Compensation Law that relate to coverage of employment, rates, delinquencies, payments, rate appeals, and other factors related to the UC program.

• Prepares adjustments to employer UC accounts resulting from a change of entity or ownership, partnership dissolution, merger, or divestitures.

• Establishes and deactivates employer UC accounts to maintain current account status.

• Prepares UC financial statements reflecting employer tax account status.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of financial recordkeeping.

• Knowledge of the principles and practices of customer service.

• Knowledge of standard office practices, procedures, and equipment.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read, interpret, and apply laws and regulations relevant to taxation.

• Ability to perform basic mathematical calculations, such as addition, subtraction, division, and multiplication.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Successful completion of the Unemployment Compensation Tax Technician Trainee program (commonwealth title);

or

• Two years of experience in maintaining financial records, bookkeeping, tax preparation, or clerical accounting;

or

• An equivalent combination of experience and training.
