SERIES NATURE OF WORK: The Unemployment Compensation Staff Development Specialist series describes work in staff training and development in the Office of Unemployment Compensation Benefits.

DEFINITION: This is specialized professional work in staff training and development aimed at responding to changes in unemployment compensation (UC) law, policies, procedures, and technology.

An employee in this job develops, organizes, monitors, and delivers a comprehensive training program to support the consistency, quality, efficiency, and effectiveness of UC service delivery. Work involves developing and revising course outlines, lesson plans, and education materials; developing and implementing methods of training delivery and presentation; delivering training in classroom and on-the-job settings; developing and implementing evaluation tools to monitor the accomplishment of course objectives; developing and conducting training needs assessments; and tracking and maintaining training program and course documentation. Work includes coordinating with UC central office, Unemployment Compensation Service Center (UCSC) management, and contracted staff to develop program policies and procedures to implement broad programmatic, operational, or technical program changes and advancements. Work is reviewed by an administrative supervisor upon completion for effectiveness and adherence to established program objectives and standards.

   DISTINGUISHING CHARACTERISTICS:

     • Work at this level is differentiated from the lower-level job based on the responsibility for developing and executing comprehensive training programs to implement broad program changes.

• Develops and revises training presentations and courses to educate staff on the proper methods of service delivery for UC programs or projects.

• Develops training course instructional materials for training programs including lesson plans, course outlines, and educational materials.

• Interprets and analyzes policies, regulations, procedures, data systems, and programs to recommend training program enhancements or revisions.

• Evaluates and reviews training programs to ensure compliance with programmatic goals and objectives, and to identify program knowledge deficiencies to determine training program revisions or develop new training programs and courses.

• Participates in the development of a comprehensive annual training plan to identify specific knowledge and job skill subjects, projected timeframes, and potential numbers of trainees per subject area.

• Consults with program management and supervisory staff to develop and implement new training programs and courses to meet agency goals and objectives.

• Participates in the recommendation and development of program policies and procedures to ensure consistency, efficiency, and effectiveness in the delivery of UC programs.

• Develops needs analysis assessments to evaluate the programmatic training needs of UC staff.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of UC laws and regulations.

• Knowledge of the principles, practices, and techniques of curriculum development, assessment, and evaluation.

• Knowledge of instructional strategies, techniques, methods, and approaches used to deliver training.

• Knowledge of the functions and operations of UC Service Centers.

• Knowledge of UC claims processing and adjudication practices.

• Knowledge of legal precedents relating to the granting of UC benefits.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to interpret and apply regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as an Unemployment Compensation Staff Development Specialist 1 (commonwealth title);

or

• Four years of technical experience in processing UC claims, which includes one year of experience in non-monetary claims determinations and one year of professional experience in conducting and developing training or education programs. and developing training or education programs.
