DEFINITION: This is highly responsible administrative work directing the development, implementation, coordination, and evaluation of policy, quality assurance, and employer related functions for the administration of unemployment compensation benefits programs.

The employee in this job plans, organizes, directs, and coordinates a comprehensive program to provide legally required unemployment compensation (UC) benefits to all eligible individuals. Work involves directing the development, evaluation, and implementation of program policies, plans, and objectives consistent with federal and state legislation, regulations, and priorities. Work includes directing quality assurance and quality control programs. Work also includes serving as the principal advisor to and representative of the Deputy Secretary and Secretary on all aspects of the departmental UC benefits program. Supervision is exercised over a large professional, technical, and administrative staff. Work is performed with a high degree of initiative and independent judgment under the general direction of an administrative supervisor and is reviewed through reports and conferences for overall program effectiveness.

• Manages strategic planning for the bureau to ensure that staff priorities align with bureau and department missions.

• Plans, directs, and coordinates the development, evaluation, communication, and training of policies and procedures for the processing, review, determination, and payment of claims for UC benefits.

• Plans, directs, and coordinates quality assurance and quality control activities to assess the quality, accuracy, and timeliness of benefits program functions.

• Plans, directs, and coordinates employer services related to the administration of the UC benefits program.

• Develops and prepares proposals pertaining to UC benefits matters for legislative change to state and federal statutes.

• Advises the Deputy Secretary and Secretary on UC benefits policies and legislative matters and activities impacting on the UC benefits function.

• Represents the Deputy Secretary and Secretary at various public and official forums and functions to explain office programs and policies.

• Establishes and maintains effective working relationships with agency and departmental administrators, state officials, legislators, employer groups, labor unions, and the public.

• Interprets federal and state program policies and goals and disseminates relevant information internally and externally.

• Plans, directs, and coordinates the development of responses to reviews and audits by the US Department of Labor and other federal agencies.

• Leads and coordinates applications, monitoring, and execution of grants and grant activities pertaining to UC benefits.

• Reviews and approves modifications to the Unemployment Compensation Benefits System (BenMod) and recommends other IT improvements needed to best serve customers.

• The employee in this job may participate in the performance of subordinates’ work consistent with organizational and operational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, policies, and regulations governing the operation of UC programs.

• Knowledge of the techniques, practices, and current developments in UC programs.

• Knowledge of functions, programs, and available resources of state and federal agencies and organizations as they relate to UC programs.

• Knowledge of the principles and practices of program planning, evaluation, and administration.

• Knowledge of the principles and methods of evaluating operational efficiency and effectiveness.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read, analyze, and interpret policies, procedures, and regulations.

• Ability to analyze and interpret numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to effectively communicate orally.

• Ability to effectively communicate in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of administrative or consultative experience in unemployment compensation programs that includes three years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
