DEFINITION: This is highly responsible professional and administrative work directing the Center of Environmental Excellence (COEE) within the Department of Environmental Protection (DEP).

The employee in this job directs the development of strategic direction, continuous process improvement, and operational transformation for all aspects of DEP’s functions. Work involves developing and implementing an agency-wide continuous improvement program; providing leadership in advancing the organization's digital transformation agenda; designing and executing an analytics strategy to evaluate the impact of programmatic and strategic initiatives; identifying approaches for DEP to respond to emerging opportunities and strengthen the delivery of its mission; researching and analyzing innovative solutions and high-impact practices and providing in-depth implementation and coaching support to accelerate adoption and scaling; and identifying solutions to enhance customer service, create process effectiveness and efficiencies, and identify cost savings. An important aspect of the work involves developing and recommending policy changes necessary to support improvements. Work includes communicating and collaborating with all levels of agency leadership and staff to effectively implement and support improvements. Work involves the supervision of professional staff. Work is under the general direction of the Deputy Secretary for Administration who evaluates work based on timeliness, responsiveness, and effectiveness of results.

• Oversees and facilitates strategic planning for DEP.

• Consults with DEP leadership on achieving the agency’s mission and vision, setting goals, and managing organizational performance.

• Leads strategic initiatives aimed at integrating digital technologies and adopting emerging technologies across all facets of the organization's operations to drive efficiency, innovation, and enhanced service delivery across the agency.

• Develops and implements a comprehensive digital strategy aligned with organizational goals and industry best practices.

• Leads change management efforts to ensure smooth adoption of digital solutions throughout the organization.

• Develops, manages, and integrates continuous process improvement and business transformation functions into DEP programs to transform service delivery and business operations.

• Develops policies to implement the continuous process improvement program and digital strategy within the agency.

• Assesses available budgetary, human, and technology resources to identify gaps between the current and future states in the development of a strategic plan.

• Assists DEP executives in identifying key performance indicators and metrics.

• Collaborates with Office of Information Technology leadership to identify and deploy new technology for process and program improvements.

• Works closely with DEP’s fiscal management office to identify and estimate the impacts of projects and process improvements on the agency’s budget.

• Collaborates with leadership to conduct policy reviews and identify policies and processes where operational efficiencies, customer service improvements, or cost savings could be gained.

• Develops and recommends policy changes necessary to implement improvements.

• Evaluates agency wide and program specific processes to identify targets for improvements.

• Designs an analytics strategy to evaluate the impact of initiatives and leverages agency data for analysis, research, reporting, informing strategies, and identifying trends.

• Designs and implements an action plan for tracking, analyzing, and reporting return on investment of programs that have undergone process improvement initiatives.

• Develops training materials and trains agency staff to ensure that teams and individuals have the tools, resources, and instructional materials needed for success.

• Fosters a culture of innovation and collaboration across the agency.

• Identifies improvement projects and sets project priorities, parameters, expectations, and outcomes and manages improvement projects to ensure success.

• Develops and leads teams or groups to address inefficient processes identified in the agency.

• Monitors, tracks, and reports on project progress and deadlines, program metrics and dashboards, and sustainability of improvements.

• Directs the development of corrective action plans to address where procedures, goals, and operational targets are not being met.

• Develops and deploys a communications strategy to convey agency improvement efforts and successes.

• Communicates and collaborates to share best practices and innovation strategies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of process improvement methodologies.

• Knowledge of the principles and practices of strategic planning.

• Knowledge of the principles and practices of project management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience in business process analysis, strategic or program planning, business process improvement, change management, project management, program evaluation and analysis, or related work, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
