JOB TITLE: DIRECTOR, FISCAL MANAGEMENT OFFICE, PSP

DEFINITION: This is professional and managerial work directing the Fiscal Management Office in the Pennsylvania State Police (PSP).
The employee in this job directs budgeting, accounting, and all other fiscal operations for the PSP and serves as the principal advisor to the State Police Commissioner and State Police Deputy Commissioners on related matters. Work involves determining goals, objectives, and priorities for financial management programs; developing policy recommendations and strategic plans; reviewing proposed legislation for impact on programs; and directing staff in the development and preparation of budget requests. An important aspect of the work involves serving as a representative of the State Police Commissioner with high level officials at federal, state, and local levels to provide guidance or resolve financial management issues. Supervision is exercised over professional staff. Work is assigned in the form of broad goals and objectives and is reviewed by the Deputy Commissioner of Staff through reports and conferences for results achieved.

• Directs, through subordinate supervisors, the preparation, review, analysis, and defense of the department’s budget and the allocation of departmental monies, including contracts and grants.
• Directs the development, implementation, and monitoring of policies and procedures governing fiscal management for the department in accordance with state and federal requirements.
• Advises executive staff on the allocation, use, and management of the department’s fiscal resources to ensure goals and objectives are met.
• Directs the development of short and long-term financial plans of the department’s special funds.
• Oversees the submission and defense of the departmental budget to the Governor's Budget Office and directs the rebudget process and fiscal-year monitoring processes.
• Presents a defensible departmental budget before the Legislature.
• Reviews legislation for impact on the department’s financial management programs.
• Directs the review and approval of major purchases and departmental expenditure requests.
• Represents the State Police Commissioner or agency in dealings with federal officials and other Commonwealth agencies in fiscal related matters.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related duties as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of principles, practices, and objectives of governmental budget administration.
• Knowledge of the principles and practices of governmental accounting.
• Knowledge of the current theories of budget administration.
• Knowledge of generally accepted accounting practices (GAAP).
• Knowledge of the principles and practices of employee supervision.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to read, analyze, and interpret regulations, policies, and procedures.
• Ability to analyze and determine the budgetary impacts of legislation.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience in fiscal administration that includes two years of supervisory experience in governmental budgeting, and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes two years of professional supervisory experience in governmental budgeting.
