JOB TITLE: REGIONAL PROGRAM OUTREACH COORDINATOR, AGRICULTURE

DEFINITION: This is responsible administrative work for the Pennsylvania Department of Agriculture within an assigned region and includes planning, coordinating, evaluating, and promoting departmental programs and services.

An employee in this job is responsible for serving as a departmental representative by meeting with the public and industry stakeholders on a wide variety of departmental issues and topics to include investigation, inspection, licensing, disease prevention and control/eradication, and consumer protection and compliance. Work involves reviewing, planning, and coordinating agency programs and services with industry and consumer interests and concerns within the assigned region; promoting and educating industry and the public on departmental programs and initiatives; participating in the planning, development, and implementation of the department’s strategic plan; and serving as the departmental liaison with various industries and stakeholders. Work also includes representing the Secretary of Agriculture at meetings and events with the public and industry representatives. Assignments are received from the Secretary through meetings, conferences, and directives. An employee in this job exercises considerable independent judgment and initiative in achieving defined goals and objectives and implementing policies established by the Secretary. Work is reviewed through reports, conferences, meetings, and evaluations.

• Represents the department in matters pertaining to agribusiness, investigation, inspection, licensing, disease prevention, eradication, control, consumer protection, and compliance within the assigned region.

• Promotes departmental programs and services to the public, industry stakeholders, and agricultural industries through meetings, events, conferences, consultations, and speaking engagements.

• Provides advice and assistance to department staff in planning, developing, and improving programs and services.

• Provides recommendations into policy development, implementation, interpretation, and monitoring within the assigned region.

• Initiates and facilitates work groups regarding departmental issues or concerns.

• Leads the review, coordination, and oversight of departmental initiatives within the assigned region.

• Serves as a liaison with industry partners and stakeholders on departmental issues or concerns within the assigned region.

• Conducts meetings and conferences and prepares correspondence to coordinate, explain, or resolve issues or concerns relating to interested organizations, stakeholders, and the public.

• Works with departmental staff in obtaining and providing technical assistance on

departmental programs, initiatives, or regulations.

• Travels to various meetings and events.

• Operates a motor vehicle.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work

consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of agricultural resources available from the public and industry sources.

• Knowledge of laws and regulations pertaining to agribusiness.

• Knowledge of management methods in public or private agricultural agencies or organizations.

• Knowledge of program evaluation methodology.

• Ability to analyze and interpret policies, regulations, and laws.

• Ability to operate a motor vehicle.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. These may not be used for Civil Service examination/evaluation purposes and are not position-specific performance standards.):

• Knowledge of the Department of Agriculture’s programs and services.

• Ability to observe departmental administrative and programmatic operations and to make recommendations for improvements.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of management or staff work experience in a public or private organization in the field of agribusiness, and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• All positions require possession of an active non-commercial Pennsylvania Class C driver’s license or equivalent.
