ADMINISTRATIVE OFFICER 3

DEFINITION: This is responsible administrative work in directing a departmental program of moderate scope, assisting in the administration of a more extensive and complex program, or performing office management functions of comparable responsibility.

An employee in this class is responsible for directing a moderately large departmental program, or performing responsible administrative duties for a major administrative board. Work may involve assisting in administering a large-scale departmental program, or performing management and staff duties of comparable responsibility. An employee in this class may be responsible for planning, organizing, and directing the work of a large number of technical and clerical personnel. Work is performed with considerable independence, but is reviewed by an administrative superior for program effectiveness and conformance with established regulations and policies.

EXAMPLES OF WORK: Plans, organizes, and directs the activities of a moderately large departmental unit, or assists in directing a more complex and extensive state program; coordinates and supervises the work of a large number of technical and clerical personnel; establishes work methods and procedures; reviews and assists in the development of departmental policies and programs; prepares various statistical and financial reports.

Performs responsible administrative duties for a major administrative board or commission; schedules, prepares agendas, and makes arrangements for hearings or meetings; plans and supervises the work of a clerical and stenographic staff; reviews and prepares reports, correspondence, and administrative orders.

Directs a major phase of staff services activities in a state agency; directs personnel, purchasing, storekeeping, and other office management operations; studies and develops office methods and procedures; supervises a staff of clerical and housekeeping employees.

Performs a variety of public relations duties; prepares new releases; speaks before community groups to explain state programs and engender public interest and participation.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.

Knowledge of modern office management methods.

Knowledge of principles and practices of governmental accounting and public personnel administration.

Ability to exercise effective administrative and technical supervision over a large group of technical and clerical employees.

Ability to develop and install large-scale administrative procedures and operations and to evaluate their efficiency and effectiveness.

Ability to exercise judgement and discretion in applying and interpreting departmental policies and procedures.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with other administrative officials and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as an Administrative Officer 2;

                                                                                                                                   or

Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university;

                                                                                                                                  or

Any equivalent combination of experience and training.
