ADMINISTRATIVE OFFICER 5

DEFINITION: This is highly responsible administrative work in the performance of important and highly complex executive management functions in a large department.

An employee in this job is responsible for performing important management functions at a level directly under a deputy secretary of a large department in all areas of administration, including personnel and fiscal management, budget analysis and preparation, procurement and contract negotiation, public relations, and program development and evaluation; or comparable responsibilities directing the administrative services functions for the largest county assistance office. Work may involve responsibility for management functions as they affect the programs of numerous and complex organizational segments with professional or technical programs, and for the evaluation and improvement of such operations. An employee in this job develops departmental policies and regulations, and recommends the establishment and revision of legislation. Work is performed with a high degree of independence, although subject to the review of administrative superiors for program effectiveness.

EXAMPLES OF WORK:

Plans and directs the major staff services of a large department, including personnel and fiscal management, budget analysis and preparation, procurement, public relations, and program development and evaluation.

Directs management studies for the establishment of valid quantitative and qualitative standards of measurement, and directs the development of operational methods and procedures.

Plans and directs the administrative support and management service functions for the largest county assistance office including personnel, accounting, EDP operations, procurement, records and space management, security and contractual services.

Plans and directs major departmental programs involving administrative operations of great diversity and complexity.

Develops departmental policies and regulations, and participates in the development and revision of legislation.

Develops programs to educate and inform the public of important departmental plans and programs which require public acceptance and cooperation.

Maintains effective working relationships with legislative committees, management and executives of other departments, communications media, and organizations interested in the policies and activities of the department.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles and practices of public administration.

Knowledge of modern office management methods.

Knowledge of the principles of governmental accounting, budgeting, personnel, statistics, and procurement.

Ability to exercise effective administrative and technical supervision over a large organization.

Ability to develop and install highly complex and large-scale administrative procedures and operations and to evaluate their efficiency and effectiveness.

Ability to exercise judgment and discretion in developing, applying, and interpreting departmental policies and procedures.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with other administrative officials and the general public.

MINIMUM EXPERIENCE AND TRAINING:

One year as an Administrative Officer 4 (Commonwealth title);

or

Eight years of experience in progressively responsible and varied management or staff work, including personnel management, fiscal management, budgeting, or procurement; and such training as may have been gained through graduation from a four year college or university;

or

Any equivalent combination of experience and training.
