DIRECTOR, BUREAU OF OFFICE SERVICES, DEP

DEFINITION: This is professional managerial work directing the activities of the Bureau of Office Services in the Department of Environmental Protection.

The employee in this job directs the activities of an administrative staff engaged in a variety of duties involving document design and management, office design and layout, Green Buildings, commercial leases, vehicle management, procurement, contracts, capital inventory, surplus property, mail and messenger service, security, janitorial and building services, and bonding. Work involves determining goals, objectives and priorities for the administrative and support services program; developing and implementing rules, regulations, policies, procedures, standards and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. An important aspect of the work is coordinating program activities with the central agencies, negotiating for approval of Departmental positions with central agencies, and ensuring central agency policies, procedures, rules and regulations
are followed and do not contradict those of the Department. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives and program priorities. Work is reviewed upon completion by the Deputy Secretary for Administration through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs the planning, development, implementation, coordination and evaluation of Departmental administrative support and office services programs.

Directs the development of policies, standards, procedures, goals and objectives for the Department’s administrative support and office services program.

Provides advice and information on the construction, operation and maintenance of Green Buildings to government officials, consultants and other interested parties.

Reviews and analyzes activity reports to determine work being performed, program trends and program effectiveness.

Develops and prepares budget and rebudget requests.

Reviews proposed legislation for possible impacts on the office systems and administrative support program and recommends whether the Department should support or oppose the legislation.

Interprets rules, regulations, policies, procedures, standards and objectives of the organization or program for subordinates.

Provides advice to staff on unusual or difficult technical and managerial problems.

Provides advice and information to the Deputy Secretary for Administration, program deputies, bureau directors and regional program staff regarding Departmental rules, regulations, policies and procedures.

Represents the bureau or deputate in dealings with federal officials and other Commonwealth agencies.

Develops and delivers speeches and presentations to special interest groups, legislators, media and the public on bureau programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organization requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the Commonwealth’s laws, rules, regulations, policies and procedures governing office systems and support services, including procurement, contracting, bonding, document management, space allocation, office design and layout, commercial leases, vehicle management, capital inventory, surplus property, mail and messenger service, security, and janitorial and building programs.

Knowledge of the principles, methods and techniques utilized in the office services and administrative support program.

Knowledge of the equipment used in document design, printing, mailing and retention.

Knowledge of the applicable collective bargaining agreements.

Skill in the supervision of employees.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies and procedures.

Ability to coordinate the work activities of the assigned programs and to resolve conflicts between the programs.

Ability to establish and maintain effective working relationships with associates, subordinates, public officials, special interest groups and the public.

MINIMUM EXPERIENCE AND TRAINING: A bachelor’s degree in business administration or a field related to administrative services and office systems, and nine years of professional experience in the
administrative services and office systems field. Four of the nine years of required experience must have included managerial and second-level supervisory experience;
