DIRECTOR, BUREAU OF ADMINISTRATIVE SERVICES, DCNR

DEFINITION: This is professional managerial work directing the activities of the Bureau of Administrative Services in the Department of Conservation and
Natural Resources. The employee in this class directs, through subordinate supervisors and managers, the activities of an administrative and professional staff engaged in a variety of duties involving administrative and office support services, fiscal management and electronic data processing support. Work involves determining goals, objectives, and priorities for the administrative services programs; developing and implementing rules, regulations, policies, procedures, standards and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. An important aspect of the work involves coordinating program activities with central agencies and ensuring that departmental policies,
procedures, rules and regulations do not conflict with those of the central agencies. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Administration through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs, through subordinate supervisors and managers, the planning, development, implementation, coordination, and evaluation of the administrative services programs in the Department of Conservation and Natural Resources.

Directs the development of policies, standards, procedures, goals and objectives for the Department's administrative services programs.

Plans and directs the administrative and office support functions for the agency, which include fleet management, assets management, the procurement of commodities and services, central office advancement account, contractor responsibility, mapping services, radio and voice telecommunications, and all terrain vehicle and snowmobile licensing.

Directs the review and analysis of program budget proposals, the preparation and execution of the departmental budget, and the monitoring of federal grants and program expenditures.

Directs the development and implementation of the agency=s EDP multi-year plan and the negotiation and management of contracted computer services and resources.

Serves as a consultant to top management concerning the administrative needs and requirements of the Department.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Reviews proposed legislation for possible impacts on the administrative services programs and recommends whether the Department should support or oppose the legislation.

Plans and organizes work, assigns work, determines work priorities, sets goals, and reviews work performance.

Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.

Provides advice to staff on unusual or difficult technical and managerial problems.

Provides advice and information to the Secretary, the Deputy Secretary for Administration, program deputies and bureau directors regarding Departmental rules, regulations, policies and procedures.

Represents the bureau or deputate in dealings with federal officials and other Commonwealth agencies.

Develops and delivers speeches and presentations to special interest groups, legislators, media and the public on bureau programs.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, methods, and techniques of public administration.

Knowledge of the Commonwealth's laws, rules, regulations, policies and procedures governing procurement, budgeting and fiscal management.

Knowledge of management information systems and services.

Knowledge of the applicable collective bargaining agreements.

Skill in the supervision of employees.

Ability to develop, recommend and implement departmental policy on budgetary and fiscal matters consistent with agency and program goals.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to read and interpret Commonwealth and Departmental administrative rules, regulations, policies, and procedures.

Ability to coordinate the work activities of the assigned programs and to resolve conflicts between the programs.

Ability to establish and maintain effective working relationships with associates, subordinates, public officials, special interest groups, and the public.

MINIMUM EXPERIENCE AND TRAINING: A Bachelor's degree in business administration or a field related to administrative services, and nine years of professional experience in the administrative  services field. Four of the nine years of required experience must have included managerial and second-level supervisory experience;
