DEFINITION:

This is administrative work in the planning and implementation of financial policy for the Department of Human Services (DHS), Budget Office.

The employee in this job is responsible for assisting in planning, organizing, directing, and controlling the fiscal management program for the department. Work involves planning, developing, and managing the implementation of fiscal policies, procedures, and controls designed to facilitate the achievement of the overall program goals and objectives; providing financial policy guidance to aid in generating additional federal funds to support a wide range of program activities, ensure consistency of financial management practices across the department, and improve the efficiency of the fiscal management services provided; and coordinating fiscal resource planning efforts to include determining objectives and evaluating alternative courses of action. Work requires extensive contact with departmental officials, central budget office administrators, and other local, state, and federal officials. Work is performed with considerable independence under general administrative direction from the Fiscal Management Director and is reviewed for achievement of objectives through conferences, reports, and evaluation of the overall effectiveness of the fiscal management systems.

• Develops and implements fiscal policies necessary to achieve overall agency program goals.

• Supports cross-office projects and Medicaid financial policy development impacting most DHS program offices and facilities through the creation and provision of financial policy and technical guidance.

• Participates in the planning and development of agency objectives and provides consultative services pertaining to fiscal management.

• Oversees the provision of fiscal analysis of proposed legislation and policies impacting the department.

• Oversees the continuous review and analysis of fiscal operations, needs, and resources.

• Provides staff assistance and coordinates resource planning efforts to include determining objectives and directing all revenue forecasting.

• Develops and administers a system for conversion of approved goals into specific projects and activities.

• Provides financial guidance regarding medical managed care programs on items such as program coverage, rate development assumptions, payment processes, contract requirements, financial reporting, and the federal waiver request.

• Supports revenue generating initiatives and serves as the DHS financial lead for assessment programs involving the development of assessment models, milestones, and structures; analysis of the fiscal impact of proposed changes; and recommendation of changes to assessment programs and rates.

• Confers with agency officials, central budget office administrators, legislators, and local and federal representatives on fiscal management issues and problems affecting departmental fiscal policies and controls.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of fiscal administration.

• Knowledge of state and federal laws, rules, regulations, policies, and procedures related to financial reporting.

• Knowledge of governmental budgetary principles, practices, and procedures and their application to accounting operations.

• Knowledge of government funding sources and funding allocation methods.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret program and fiscal data.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional experience in fiscal management or a closely related field such as economic analysis, fiscal planning, or budget systems analysis which includes two years of governmental budgeting experience and two years in a supervisory or administrative capacity, and a bachelor's degree in business management, finance, accounting, or a closely related field;

or

• An equivalent combination of experience and training which includes two years of professional governmental budgeting experience and two years of experience in a supervisory or administrative capacity over professional fiscal management work.
