DEFINITION:
This is highly responsible administrative and budgetary work directing the Bureau of Budget within the Budget Office in the Department of Human Services (DHS).
The employee in this job is responsible for directing budgetary, advisory, and consultative services to all DHS program offices and assisting the Fiscal Management Director in planning, organizing, and directing the fiscal management of all departmental programs. Work involves developing and administering sound fiscal procedures; planning and overseeing the development of fiscal controls designed to assist in achieving overall agency program goals; coordinating and overseeing the development and monitoring of the department's budget; and overseeing ongoing budgetary analysis. Work requires extensive contact with departmental officials, central budget office administrators, and other local, state, and federal officials concerning the ongoing budgetary analysis of financial data and reports, program spending, and fiscal-related legislation. Supervision is exercised over fiscal management specialists and other professional and technical staff. Work is performed with considerable independence under general direction of the Fiscal Management Director and is reviewed through conferences, reports, and evaluation of overall effectiveness and achievement of budgetary goals.

• Assists the Fiscal Management Director and Assistant Fiscal Management Director in developing and implementing fiscal policies pertaining to the establishment and administration of the department's budget.
• Coordinates and oversees the preparation, submission, justification, and monitoring of the department's capital and annual operating budgets.
• Reviews and develops service packages to ensure effective use of available state, federal, and local funding sources.
• Provides technical and consultative support to executive staff during development of budget requests and following review processes.
• Participates in the development of fiscal policies and procedures for new programs, recommends funding sources, and projects cost data.
• Administers approved budget and obtains approvals for budget modifications necessitated by program changes.
• Establishes and implements new budgetary techniques as they become available and adaptable to departmental use.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of fiscal administration.
• Knowledge of budgetary principles, practices, and procedures.
• Knowledge of accounting principles, practices, and procedures.
• Knowledge of funding sources and funding allocation methods.
• Knowledge of appropriate statistical tools to identify and analyze fiscal trends.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Five years of experience in professional fiscal administration, including two years of supervisory experience, and a bachelor's degree in business administration, finance, accounting, or a closely related field;
or
• An equivalent combination of experience and training which includes two years of professional supervisory experience in fiscal administration.
