JOB TITLE: AUTOMOTIVE FLEET SUPERVISOR

DEFINITION: This is supervisory work in coordinating administrative support services for the Pennsylvania State Police automotive fleet management program.

The employee in this job supervises and performs centralized administrative activities which support the acquisition, assignment, maintenance, repair, and replacement of the agency’s independently-owned automotive fleet. Work involves coordinating processes and procedures associated with statewide fleet purchases, assignment, repair authorization, and disposal; reviewing, maintaining, and updating fleet records; and supervising staff. An important aspect of this work involves serving as the agency contact person for fleet management issues with field office and bureau coordinators, automotive mechanic supervisors, vendors, and the Department of General Services. Work is performed with considerable independence under the direction of an administrative supervisor and is reviewed for effectiveness and conformance with existing policies and procedures.

•Supervises and coordinates, through subordinate staff, the full range ofadministrative services that support an agency’s fleet management operations.

•Prepares purchase requests for new vehicle requisition; participates in coordinatingnew fleet delivery; and ensures mechanical inspection and acceptance of newvehicles prior to authorizing payment and placement into service.

•Reviews mileage, age, and value of existing vehicles in fleet; determines those to bereplaced; and coordinates vehicle turn-in and replacement with field operations.

•Assigns and reassigns vehicles to organizational units or individuals based onoperational needs and allocation formulas.

•Arranges vehicle titling, registration, and credit card assignments for fuel purchases.

•Reviews and processes estimates from authorized vendors for vehicle accidentrepairs and determines whether repairs will be completed or vehicle disposed of.

•Determines whether required vehicle maintenance and repair work is covered bymanufacturer warranties and processes claims.

•Coordinates the disposal of vehicles through the contracted auction vendor.

•Reviews, maintains, and processes a wide variety of records pertaining to theprocurement, maintenance, repair, assignment, characteristics, warranty coverage,and disposal of fleet vehicles.

•Interprets and ensures compliance with departmental and commonwealth fleetmanagement policies and procedures.

•Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of automotive vehicles, systems, and parts.

• Knowledge of the general practices of the automotive mechanic trade.

• Ability to analyze and interpret policies and procedures.

• Ability to analyze and interpret written information and numerical data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years of journey level experience in automotive maintenance and repair;

or

• Three years of experience maintaining and processing fleet management records;

or

• An equivalent combination of experience and training.
