JOB TITLE: DGS REAL ESTATE PROPERTY COORDINATOR

DEFINITION: This is advanced professional and administrative work in the Department of General Services (DGS) involving the acquisition, disposition, and leasing of commonwealth-owned real property for commonwealth agencies, boards, and commissions.
An employee in this job is responsible for administering a variety of complex industrial, commercial, and residential real estate transactions that includes the negotiation of real estate contracts. Work involves recommending and negotiating for the sale, demolition, leasing, sub-leasing, and disposition of surplus commonwealth-owned real property; obtaining and reviewing appraisals, surveys, subdivisions, and environmental site assessments; preparing Invitations to Bid (ITBs) and Solicitations for Proposals (SFPs) for the sale or lease of commonwealth real property; and inspecting leased property to ensure tenants are in compliance with lease agreements. An important aspect of this work involves consulting with and providing guidance to representatives of commonwealth agencies, real estate brokers, property owners, and in-house legal counsel to ensure the effective management of the Commonwealth’s real property assets. Assignments are received with general instructions and work is performed independently except for unusually complex or sensitive assignments. An employee in this job is expected to apply independent professional judgment and sound fiscal practices. Work is reviewed upon completion and through conferences and reports for adherence to policies, procedures, legal requirements, objectives, and customer satisfaction.
EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):
•Reviews requests for acquisition, disposition, or leasing of commonwealth-owned real property for agencies, boards, and commissions.
•Advises agencies, lessees and real estate brokers on policies and procedures pertaining to the management and disposition of commonwealth-owned real property.
•Negotiates real estate transactions involving commonwealth-owned or residential properties, such as agreements of sale, leases, easements, and public service line license agreements.
•Reviews real estate appraisals and ensures conformance to acceptable appraising techniques and requirements.
•Travels to various locations to conduct inspections of real estate to determine physical condition, identify needed repairs or alterations, estimate fair market value, and ensure compliance with leases.
•Prepares marketing packages to include ITBs and SFPs for the sale or lease of Commonwealth-owned real property.
•Receives and evaluates bids and proposals in response to ITBs and SFP.
• Negotiates with successful bidders according to established policies, procedures, and legal requirements to ensure the terms of agreements will provide the best value to the Commonwealth.
• Prepares legal and other documents to effectuate the acquisition, disposition, or leasing of commonwealth-owned property.
• Works closely with DGS’ Chief Counsel’s Office to execute legal documents and obtain all required approvals.
• Attends and represents the Commonwealth at settlement meetings related to the acquisition or disposition of property.
• Receives and coordinates resolutions of complaints regarding repairs to buildings and other issues with buyers, sellers, lessees, or other parties.
• Provides information concerning the commonwealth’s real property to agency representatives, in-house legal counsel, senior management, legislators, and the general public.
• Analyzes and makes recommendations to existing and proposed policies, procedures, and legislation.
• Performs other related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS AND ABILITIES:
• Knowledge of the standard practices and procedures involved in the management of industrial, commercial, and residential real estate to include liens and other encumbrances.
• Knowledge of the various techniques used to appraise the value of real estate.
• Knowledge of legal and contractual language used in real estate transactions.
• Knowledge of standard practices and procedures involved in negotiating real estate transactions.
• Ability to analyze and interpret building plans, specifications, property surveys, and land development plans.
• Ability to perform mathematical calculations to determine real estate value.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities.):
• Two years of experience performing professional real estate work including sales or lease management, and possession of an active or inactive Pennsylvania real estate license as a Salesperson (RS) or the equivalent issued by a reciprocal jurisdiction, or proof of completion of coursework required to obtain a Pennsylvania real estate license as a Salesperson (RS).
SPECIAL REQUIREMENT:
• Certain positions require the possession and maintenance of a valid Pennsylvania non-commercial Class C driver’s license or equivalent.
