SERIES NATURE OF WORK: The Lease Contract Specialist job series describes professional work in strategically managing leased real property for commonwealth agencies, boards, or commissions.

DEFINITION: This is responsible supervisory or managerial work directing the development of leasing agreements for commercial, office, land, retail, parking, and warehouse space.

An employee in this job manages lower-level Lease Contract Specialists responsible for preparing lease contracts and resolving tenant conflicts, landlord disputes, and lease violations. Work involves establishing and analyzing policies, strategies, and controls related to lease contract functions to identify opportunities for improved services, cost savings, and streamlined processes. Work also involves reviewing office or space requests before directing assignments to lower level Lease Contract Specialists. In the Department of General Services (DGS), work includes managing the negotiation of terms and requirements for master lease contracts, the implementation of corrective action plans, the coordination of emergency repair contracts, and the resolution of safety and environmental issues. Work at this level requires interacting with agency executive staff, legal counsel, lessors, and landlords to create plans and strategies to meet the agency’s lease contract goals, and to identify and resolve related problems. Administrative oversight is exercised over lease contract staff or subordinate supervisors. Work is performed independently and evaluated by an administrative supervisor for effectiveness of results.

DISTINGUISHING CHARACTERISTICS:

• Manages the development, implementation, and evaluation of complex leasing agreements that typically involve statewide scope or coordination among multiple government entities and programs; high visibility and political sensitivity; extensive legislative and policy considerations; and significant impact on an agency’s mission.

• In DGS or other agencies with legislative authority, positions are responsible for managing the negotiation of lease contract terms and agreements.

• Directs, through subordinate supervisors, lease contract functions for an agency or service delivery center.

• Supervises subordinates in the development, implementation, and evaluation of complex lease contracts, lease violations and actions, building issues, and landlord/tenant disputes.

• Oversees the development of specifications, drawings, and work requests used for facility design.

• Makes recommendations for exercising lease renewal options or solicitations based on contract rates, department needs, and market conditions.

• Develops and implements lease contract and property management policies and strategies for better space utilization, cost savings, or streamlined processes.

• Prepares cost-benefit analyses using discounted cash flow analysis to determine feasibility of leasing or buying new facilities or improving existing ones.

• Manages the development of office and space allocation plans for new and renovated leased office space.

• Reviews construction work for compliance with specifications and lease terms.

• Analyzes final inspection reports prior to approving occupancy.

• Collaborates with Executive Offices, the Attorney General’s Office, Comptroller Operations, the Commonwealth’s Chief Procurement Officer, and other government officials on complex leases and legislative issues.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of lease contract principles and best practices.

• Knowledge of applicable laws, rules, regulations, and procedures impacting lease functions.

• Knowledge of technical writing and contracting principles.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to develop and analyze policies, procedures, and standard business practices for application to lease contract agreements.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Lease Contract Specialist 3 (commonwealth title);

or

• Three years of professional experience performing lease contract or property management work; and a bachelor’s degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require the possession and maintenance of an active Pennsylvania non-commercial Class C driver’s license or equivalent.
