JOB TITLE: CHIEF FINANCIAL OFFICER, PMRS

DEFINITION: This is responsible professional and managerial work overseeing the financial and investment operations of the Pennsylvania Municipal Retirement System (PMRS).

The employee in this job plans, directs, and evaluates financial and investment operations to administer comprehensive and cost-effective retirement pension plans to local government municipalities. Work involves developing, modifying, and implementing policies and procedures to enhance and secure defined benefit and cash balance retirement plans. Work includes communicating with PMRS board members, external investment organizations, asset managers, local municipalities, and actuaries to compile and publish fiscal information in the PMRS Annual Comprehensive Financial Report (ACFR). Work also includes ensuring the accuracy and completeness of all financial, investment, actuarial, and statistical information in accordance with governmental accounting standards. Supervision is exercised over subordinate managers. Work is performed under the general supervision of the Secretary, PMRS and is reviewed through conferences and reports for attainment of goals and overall effectiveness.

• Develops policies and procedures to ensure operational efficiency for investment transactions, investment reporting, cash management, and related accounting and auditing functions.

• Presents policy recommendations to the Secretary, PMRS and the PMRS board.

• Oversees the preparation of various financial documents, such as the PMRS ACFR, budget and supplementary budget reports, monthly financial statements, broker commission reports, asset allocation reports, and state and federal regulatory reports.

• Initiates new account relationships with investment managers.

• Develops investment strategies, trading procedures, and reporting requirements.

• Monitors commonwealth legislation, new Government Accounting Standards Board (GASB) pronouncements, and Internal Revenue Service regulations to identify potential impacts on PMRS operations.

• Serves as a financial consultant to the PMRS board.

• Works with key stakeholders to address escalated issues and provide resolution.

• Directs the maintenance of accounting systems to properly classify, record, and report all financial, investment, and budgetary transactions.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) pronouncements.

• Knowledge of federal and state laws, policies, and procedures related to financial reporting.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret written and numerical information.

• Ability to analyze and interpret laws, policies, and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of managerial experience in accounting, budget development, or financial management work; and a bachelor's degree in accounting, business, economics, finance, or a related field;

or

• An equivalent combination of experience and training.
