EXECUTIVE DIRECTOR, PSERS
DEFINITION: This is responsible managerial and administrative work managing the operations of the Public School Employees' Retirement System.
The employee in this class plans, directs, and coordinates the operations of the Public School Employees' Retirement System in accordance with applicable laws and policies of the Board. Work involves supervising the preparation of the Board agenda and preparation of minutes, reports, and other documents to assist the Board members in their fiduciary responsibilities of managing the Public School Employees’ Retirement System. Work involves managing the maintenance of individual member and investment account records; insuring accurate and expeditious processing of retirement documents; and counseling of annuitants to assure them an orderly transition into retirement. Work also includes the review and analysis of legislation affecting the retirement system. The employee in this class maintains continual contact with members of the Board, investment and actuarial consultants, school administrators, teachers, Commonwealth officials and department heads, employees and their representatives, and other interested agencies and individuals concerning policies and procedures involved in the administration of the retirement system. Supervision is exercised over central office and field operations as well as a large professional and technical staff engaged in processing and maintaining a variety of records and accounts of retirement system members and annuitants. Work is performed with considerable independence and is subject to review through conferences and reports to the Board for effectiveness and adherence to policy.
EXAMPLES OF WORK: Serves as chief executive officer of the Public School Employees' Retirement Board and attends board and committee meetings.
Serves as liaison between the Board, the finance committee, the Treasury and Auditor General's departments, and the investment consultants, advisors and managers in arranging for the investment of retirement system funds.
Maintains contacts and working relationships with the Governor’s Office, Department of Education, legislators, school system officials, actuarial and investment consultants, teachers and their representatives, and other agencies and individuals concerned with retirement system laws, regulations, or operations.
Directs the major management functions of the agency including the processing of retirement applications and the payment of benefits, the communication and counseling of members and annuitants, financial accounting and auditing, and the investment program.
Directs a variety of executive office activities such as internal auditing and the press office.
Reviews and analyzes proposed legislation and legislative developments affecting the Public School Employees' Retirement System and reports findings to the Board, legislative committees, and other interested groups.
Directs the maintenance of files and records and the preparation of periodic reports for actuarial evaluation studies.
Manages the administrative details of meetings of the board and finance committee.
Receives requests for information concerning the Public School Employees' Retirement System from interested parties and provides information as authorized by the Board and consistent with Right-To-Know statutes.
Performs the full range of supervisory duties.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.
Knowledge of the public school employees' retirement law.
Knowledge of the principles and practices of business administration.
Knowledge of the principles of accounting, budgeting, actuarial science, and investments.
Ability to exercise effective administrative and managerial control over a large staff.
Ability to develop, install, and maintain complex, and large-scale administrative procedures and operations, and to evaluate their efficiency and effectiveness.
Ability to exercise judgment and discretion in developing, applying, and interpreting authorized policies and procedures.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to establish and maintain effective working relationships with other administrative officials, consultants, legislators, and the general public.
MINIMUM EXPERIENCE AND TRAINING: Eight years of administrative experience including two years with an emphasis on finance, and two years in a managerial capacity; and a bachelor’s degree,
