DEFINITION: This is highly responsible administrative work planning and directing the activities and functions of the Risk and Performance Data Office in the Public School Employees’ Retirement System (PSERS).
The employee in this job directs the development and implementation of the agency-wide risk and performance management program and framework to achieve operational goals. Work involves leading enterprise risk management efforts, including developing and implementing program policies and processes to identify, manage, and mitigate risks that could impact the agency; working with the Executive Director, PSERS, on establishing and implementing agency risk and performance management goals and objectives; developing and implementing key performance indicators, critical metrics, associated risk tolerances, and key results used to evaluate business functions and processes to identify and address inefficiencies or vulnerabilities; and ensuring the agency can effectively respond to, mitigate, and recover from unexpected risk events. Work also involves serving as a staff liaison to the Public School Employees’ Retirement Board’s Audit, Compliance, and Risk Committee by leading board risk and operational performance strategic initiatives; conducting risk assessments and developing risk profiles; analyzing performance data to identify trends, gaps, and improvement opportunities; preparing performance reports; and presenting findings to executive staff and the Board. Supervision is exercised over professional staff. Work is performed with considerable independence under general direction of the Executive Director, PSERS, and is reviewed through conferences and reports for overall program effectiveness and results achieved.

• Develops and implements an enterprise risk management program to identify, manage, and mitigate risks, and integrate risk management with agency business planning and management activities.
• Develops and implements risk and performance management policies and processes.
• Ensures strategic risk management priorities are included in the agency strategic plan.
• Serves as a staff liaison to the Board’s Audit, Compliance, and Risk Committee by leading risk and operational performance strategic initiatives, such as operational goal setting that defines specific, measurable, and attainable targets focused on improving operations.
• Leads or conducts risk assessments to define and analyze possible risks, develops risk management controls and systems, and designs processes to eliminate or mitigate risks.
• Promotes risk management competencies agency-wide, including development of technical risk management expertise and assisting managers in the alignment of risk responses with the agency risk tolerances.
• Directs the technical creation, maintenance, modification, accuracy, needs assessment, and reporting of data models, analysis, and processes that generate key agency performance indicators and metrics.
• Oversees the management of complex data projects and efforts across the organization, identifying opportunities for collaboration and assimilation to improve overall agency performance in alignment with the agency’s strategic priorities and initiatives.
• Provides technical assistance to managers on the development of reporting protocols, including quantitative and qualitative thresholds, and monitoring the reporting process.
• Performs the full range of supervisory duties.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience in risk management or a related field that includes one year of professional experience in data analytics and one year of professional experience in project management, and a bachelor’s degree;

• An equivalent combination of experience and training.
