DIVISION COMMANDER
DEFINITION: This is military service as commanding general of a Pennsylvania Army National Guard division.
The individual in this job plans, directs, and coordinates all military and support operations of the division. Direction is exercised over all commissioned and non-commissioned officers, troops, and civilian personnel with the power and authority of a general officer subject to the orders and direction of the Adjutant General.
EXAMPLES OF WORK: Serves as commanding general of an Army National Guard division, with responsibility for the training, discipline, administration, and efficiency of the division.
Coordinates operations and training with subordinate commanders, active component personnel, and attached organizations to ensure compliance with policies and regulations.
Conducts risk assessments and enforces/develops safety regulations and standards.
Makes recommendations to the Adjutant General concerning personnel actions, such as appointments, promotions, reassignments, and performance recognition.
Recommends calls to active duty and the employment of other personnel or logistical resources as may be required.
Actively supports and promotes EEO, upward mobility, and other special emphasis programs.
Sets performance standards for subordinate commanders.
Conducts inspections and reviews of work and personnel assets to ensure maximum utilization of resources.
Initiates actions to increase productivity and, when justified, staff authorizations.
Initiates inspections, investigations, and reports for the troops under his or her command.
Appoints boards of inquiry and courts-martial.
Prepares staff and executive level studies in fiscal and personnel administration, resource management, public relations, and other areas.
Establishes and maintains liaison with representatives of other state agencies and public and private organizations.
Coordinates with the Adjutant General, active component and National Guard/Reserve commanders, National Guard Bureau/DMVA staffs, and state/federal legislators.
Develops policies and procedures to enhance readiness and efficiency levels throughout the division.
Performs the full range of supervisory duties.
May participate in the performance of subordinates’ work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Extensive knowledge of United States Army operations, organizations, policies, and procedures.
Extensive knowledge of military science.
Ability to plan, assign and review work the work of subordinates.
Ability to communicate orally.
Ability to communicate in writing.
MINIMUM EXPERIENCE AND TRAINING: Such military experience and training as would qualify an officer for the rank of general officer in the United States Army.
