JOB TITLE: DIRECTOR, JOINT STAFF

DEFINITION: This is military service directing the joint military functions and program operations of the Pennsylvania National Guard (PANG).
The employee in this job plans, directs, administers, and oversees the development, coordination, execution, and management of all PANG joint military programs and operations. Work involves directing joint force contingency and emergency preparation and response programs and operations; directing the development of policies that support and enhance joint force programs; overseeing the development of joint force long and short-term plans and goals; and advising the Adjutant General on joint force plans and operations, and on change recommendations to meet current and future missions. Direction is exercised over joint force directorates, commissioned and non-commissioned officers, troops, and civilian personnel with the power and authority of a general officer subject to the orders and direction of the Adjutant General.

• Plans and directs the mobilization, deployment, and employment of PANG assets in response to a wide variety of emergencies including natural disasters, terroristic and radiological threats, and civil unrest.
• Oversees the Personnel (J-1); Intelligence (J-2); Operations (J-3); Logistics (J-4); Strategic Plans, Policy, and Interagency Interoperability (J-5); Command, Control, Communications (J-6) and Computers (C4); Doctrine, Training, and Force Development (J-7); and Force Structure, Resources, and Assessment (J-8) Joint Force Headquarters Directorates.
• Develops policies and directives for joint force mission accomplishment.
• Directs the development of policies that support and enhance joint force human resources and military programs.
• Coordinates emergency response operations with representatives from the Department of Military and Veterans Affairs in the Joint Emergency Operations Center during state active-duty missions.
• Oversees the Homeland Defense Program to include the state rapid reaction force, the contingency emergency response force, counterdrug operations, civil support teams, expeditionary medical support, and explosive ordnance disposal.
• Coordinates response capabilities to address threats and emergencies for a wide variety of requestors, including local, interstate, and international.
• Reviews and evaluates proposed program and mission changes and impact data.
• Directs and oversees the development of long and short-term goals and plans for joint force programs to include facilities, labor, force composition, mobilization, readiness, and costs.
• Oversees military programs for recruitment, appointment, assignment, and career development of officer, enlisted, technician, and civilian federal employees.
• Establishes and maintains positive relationships with national, state, and local government agencies, as well as private organizations.
• Represents the PANG Joint Force Headquarters in meetings with congressional, state, and local officials, special interest groups, business groups, and news media concerning joint force programs and activities.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of United States National Guard operations, organizations, policies, and procedures.
• Knowledge of military science.
