JOB TITLE: ELECTIONS ANALYST 4 JOB CODE: 09804

DEFINITION: This is highly complex supervisory and administrative work in state election programs and systems.

An employee in this job supervises the planning, development, and implementation of administrative election policies and programs or election systems’ functionality in accordance with state and federal election laws. Work involves overseeing the administration of state-mandated programs, procedures, and processes impacting county elections and interpreting and applying legislative and regulatory requirements to policy, program, and system development, implementation, and ongoing operations. Work includes reviewing the design and coordinating the implementation of administrative and system requirements with the legal department, county election officials, and information technology (IT) staff to ensure accurate, consistent, and lawful administration of elections throughout the Commonwealth. Work is performed under general direction of an administrative supervisor and is reviewed for compliance with regulations, policies, and procedures.

   DISTINGUISHING CHARACTERISTICS:

     • Work is differentiated from the lower-lever job by the responsibility for supervising Elections Analysts 3.

• Directs the development and implementation of Commonwealth programs, processes, procedures, and system configurations which support federal, state, and county elections in the Commonwealth of Pennsylvania.

• Supervises staff responsible for the administration of election programs and systems which support state and county election operations.

• Evaluates election laws and recommends departmental policy at the state and county level regarding administering elections and associated system functionality.

• Oversees the development, communication, and implementation of election calendars, checklists, and training to support counties throughout the election cycle.

• Oversees the candidate petition filing process to ensure accurate and timely filings and compliance with applicable laws and policies.

• Plans and directs the county liaison program to include assigning department liaisons, reviewing and validating county election data and forms, and resolving complex administrative and system issues.

• Plans and oversees the implementation of the language access program and provides guidelines and support to counties producing accessible programmatic material for their diverse populations.

• Oversees the review, analysis, and documentation of business processes and the design, configuration, and implementation of election systems’ functionality and features.

• Collaborates with information systems staff and vendors on the design and implementation of election system features and functionality to ensure that integration, application requirements, and business process needs are met.

• Oversees user testing and troubleshooting, deployment, and monitoring of election system software and hardware ensuring system security, data integrity, and legal compliance is maintained.

• Plans training related to administrative processes and procedures and system functionality, and oversees the development and implementation of this training to stakeholders.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the methods and processes used to develop and implement programs or system enhancements that support public programs.

• Knowledge of the principles and practices of project management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to plan and direct administrative functions or system operations which involve business-cycle timelines, accuracy of data, and compliance with laws and policies.

• Ability to analyze data systems and identify business process improvements.

• Ability to read and interpret election laws and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years as an Elections Analyst 3 (Commonwealth title);

or

• Five years of professional experience evaluating, developing, or administering public programs or information technology systems that includes one year of project management experience, and a bachelor’s degree in public administration, business administration, public policy, political science, or information technology;

or

• An equivalent combination of experience and training that includes one year of professional project management experience.
