PHYSICAL SECURITY SYSTEMS ADMINISTRATOR, DGS

DEFINITION:

This is technical and administrative work overseeing the statewide physical security systems for all Commonwealth-owned and leased buildings within the Capitol Complex and surrounding areas, Department of General Services (DGS) Annex Complex, outlying state office buildings, and Executive Residences.

The employee in this job is responsible for administering and coordinating all physical security operations of the Bureau of Police and Safety’s Security Administration Section. Work involves researching, planning, coordinating, purchasing, implementing, and ensuring maintenance of all physical security equipment and devices for the Physical Access Control System, the Video Surveillance Monitoring System, and Perimeter Defense Devices. The Physical Access Control System includes card and biometric readers, control units, hardware, software, and the network infrastructure. The Video Surveillance Monitoring System includes cameras, monitors, matrix switches, multiplexers, recording systems, surveillance software, and the network infrastructure. The Perimeter Defense Devices includes bollards, wedges, gates and the network infrastructure. Work involves formulating, recommending, and implementing operational policies and procedures; preparing budgetary reports; developing contingency plans to address emergency situations and communications; and managing physical security system maintenance contracts. Work is reviewed by the Capitol Police Force Deputy Superintendent through reports, conferences, customer satisfaction, and overall program effectiveness.

EXAMPLES OF WORK:

Oversees the Video Surveillance Monitoring System, the Physical Access Control System, and Perimeter Defense Devices.

Develops, reviews, recommends, and implements all revisions to physical security policies and procedures.

Conducts assessments to analyze security requirements and recommends methods for the design and integration of physical security systems.

Researches, evaluates and makes recommendations regarding the acquisition of physical security and surveillance systems and related devices.

Prepares Request for Proposals (RFPs) for new physical security purchases.

Develops Security Maintenance Agreements and ensures vendors provide full maintenance coverage to all systems covered by the agreements.

Prepares specifications for the purchase of new equipment, devices, and software.

Oversees and coordinates the installation and implementation of technical physical security systems and conducts final acceptance testing.

Provides technical assistance to agency security and maintenance staff and outside contractors on all physical security projects and issues.

Conducts random testing of physical security components.

Serves as liaison with the House, Senate, and independent agencies security personnel to coordinate inter-operability with physical security components.

Performs limited troubleshooting of security device malfunctions, such as identifying IP addresses and performing basic network commands to attempt to identify where problems exist.

Prepares reports on a variety of physical security system issues.

Maintains inventory of security equipment and devices.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of the concepts, characteristics, and capabilities of physical security systems, equipment, and devices.

Knowledge of the operation of multi-camera video surveillance and recording systems, equipment, and devices.

Knowledge of building electronic access systems.

Knowledge of physical security procedures and methods.

Ability to analyze and interpret building plans and specifications.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:

Three years of experience in the evaluation, maintenance and design of electronic surveillance and physical security systems, and a bachelor’s degree;

An equivalent combination of experience and training which includes three years of experience in the evaluation, maintenance and design of electronic surveillance and physical security systems.
