JOB TITLE: DEPUTY EXECUTIVE DIRECTOR FOR SALES AND RETAIL OPERATIONS, DOR

DEFINITION: This is highly responsible managerial and administrative work directing the sales and retail operations programs for the Pennsylvania State Lottery (PA Lottery) in the Department of Revenue (DOR).

The employee in this job plans, directs, and coordinates the development and implementation of policies and programs related to the statewide sales and retail operations programs of the PA Lottery. Work involves overseeing area lottery offices; directing the operating activities of corporate accounts, vendor activities, and lottery staff training programs; and evaluating effectiveness of the retailer network. Work includes reviewing proposed legislation for impacts on lottery program administration and developing and implementing retail and sales strategies, policies, and procedures. Supervision is exercised over professional, managerial staff. Work is performed with considerable independence and is reviewed by the Executive Director of Lottery through conferences, program results, and reports.

• Directs the statewide sales and retail operations programs of the PA Lottery.

• Directs the review, analysis, and evaluation of program results, effectiveness measures, and improvement initiatives.

• Directs the development of strategic and operational goals and objectives for lottery sales staff, lottery retailers, and corporate accounts.

• Develops and implements policies and procedures to ensure efficient and effective operations of the PA Lottery’s sales and retail operations.

• Develops standards for the placement of lottery equipment within retail locations.

• Reviews proposed lottery legislation to determine the impact on the PA Lottery.

• Directs the activities of vendors that maintain lottery equipment and train retailers in the use of lottery equipment.

• Oversees training programs to ensure lottery staff are providing proper guidance to retailers on compliance with PA lottery laws, regulations, policies, and procedures.

• Evaluates retailers’ sales activities and develops innovative sales strategies to improve performance.

• Directs activities to identify appropriate product delivery technology for retailer locations to maximize the effectiveness of delivery systems.

• Develops models of performance for each sales equipment group and identifies areas of improvement for sales and retail operations staff.

• Oversees the Lottery Sales Advisory Council and Lottery Retailer Incentive Program.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of sales.

• Knowledge of the principles and practices of management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to develop and implement effective sales plans, techniques, and procedures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of administrative experience in sales that includes three years in a senior level management capacity and a bachelor’s degree;

or

• Five years of lottery industry experience that includes three years in a senior level management capacity and a bachelor’s degree;

or

• An equivalent combination of experience and training.
