TRANSPORTATION CONSTRUCTION INSPECTOR SUPERVISOR

DEFINITION: This is supervisory work in transportation construction inspection, bridge safety inspection, or materials testing.

An employee in this job supervises Transportation Construction Inspectors in the inspection of materials and workmanship on road or bridge construction projects characterized by operations, such as roadway overlays, widening, stabilization, earthwork, guiderail installation and drainage. Work requires the interpretation of contract requirements through analysis of specifications and drawings, and the application of a variety of testing and inspection techniques. Work may involve supervising and serving as a team leader in conducting safety inspections of existing bridges, supervising the approval and inspection of highway occupancy construction, or supervising materials inspection activities for an engineering district. Work requires independent judgment in making on-site technical decisions. Work is assigned with general instructions and specific objectives by a technical supervisor who reviews work for results obtained.

EXAMPLES OF WORK: Supervises the inspection of materials and workmanship on highway construction projects for compliance with the contract requirements and departmental standards and specifications.

Interprets contract and departmental specifications and requirements to contractors and subordinates.

Supervises or performs quality assurance testing of materials, to include obtaining and preparing material samples, preparing documentation on sampling and testing, and ensuring materials conform to contract agreements and department standards and specifications.

Supervises the preparation of project documentation, periodic cost estimates and progress reports summarizing the project work activities including records of labor, material, and equipment used.

Reviews and prepares documentation to authorize payments to contractors and work orders to authorize contract changes.

Supervises and performs bridge safety inspections on existing bridge structures, including inspection of bridge structural members, foundation supports, and components, in accordance with the National Bridge Inspection Standards and department requirements.

Identifies critical changes to the condition of bridges, such as accident damage, scouring and undermining, corrosion, and disintegration of concrete, to determine hazards to the public.

Supervises the preparation of bridge inspection reports documenting findings regarding the current condition and deficiencies, including information such as measurements, photographs, sketches, and descriptions.

Recommends repairs for deficiencies found during bridge safety inspections and assigns priority of repairs to bridges.

Supervises bridge data compilation and measurement recording.

Schedules bridge safety inspections within federal and state timelines.

Supervises the review, processing, and issuance of highway occupancy permit applications within a district office.

Supervises the inspection of ongoing and completed work for all issued permits.

Supervises the materials inspection program activities in a district office by directing work associated with inspecting, testing, and controlling materials used in construction and maintenance activities.

Ensures aggregate, concrete, and bituminous plants adhere to department specifications and standards through facility inspections.

Ensures that the construction is in conformance with approved codes, plans, and specifications.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Travels to field sites to perform inspections.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methods applied in inspecting and testing materials used in highway and construction inspection.

Knowledge of the principles and methods applied in bridge safety inspection.

Knowledge of basic engineering principles.

Knowledge of the techniques and procedures involved in the collection and evaluation of technical data.

Knowledge of procedures and techniques used in performing tests on construction materials.

Knowledge of the characteristics and properties of natural and manufactured materials used in construction.

Knowledge of algebra, plane geometry, and trigonometry.

Knowledge of mathematical calculations, such as addition, subtraction, multiplication, and division.

Knowledge of the use and functionality of industry standard software application programs such as word processing, spreadsheet, e-mail, and database.

Ability to read and interpret construction codes, plans, standards and specifications.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Transportation Construction Inspector;

                                                                                                                                                       or

Two years of construction inspection experience and an associate’s degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology;

                                                                                                                                                       or

An equivalent combination of experience and training.

CONDITIONS OF EMPLOYMENT: Certain positions in this job are required to meet the qualifications for a bridge inspection team leader as defined by the current National Bridge Inspection Standards. Certain positions in this job will require possession of a valid non- commercial Pennsylvania Class C Driver’s License or equivalent.
