REGIONAL TRAFFIC MANAGEMENT CENTER SUPERVISOR

DEFINITION: This is supervisory work in monitoring, evaluating and coordinating communications for real-time traffic conditions in a twenty- four hour Department of Transportation Regional Traffic Management Center (RTMC).

An employee in this job directs the operations of a RTMC. Work involves supervising the RTMC Operators who monitor traffic conditions and incidents, dispatch and coordinate information, and operate Intelligent Transportation Systems (ITS) field devices. Work also involves training operators, recommending policies and procedures, controlling the various information added to the Road Condition Reporting System (RCRS) and other systems, and managing the reporting of data and the quality assurance activities. Work is performed independently under the general supervision of a traffic operations manager and is reviewed for conformance to established policies and procedures.

EXAMPLES OF WORK: Supervises operators in the monitoring of traffic conditions, dispatching maintenance personnel, coordinating Freeway Service Patrols (FSPs), and operating ITS equipment.

Oversees and provides guidance to RTMC Operators in their communication, coordination and response with law enforcement, Pennsylvania State Police (PSP) watch officers, emergency response and incident management entities, PennDOT personnel and others.

Drafts and recommends policies and procedures.

Represents the RTMC on various statewide ITS committees and groups for the enhancement of ITS initiatives.

Trains RTMC Operators on PennDOT and RTMC policies, procedures, practices, and protocols.

Monitors RTMC staff for adherence to the RTMC Standard Operating Procedures.

Consults with the traffic operations manager during development of staffing schedules and other RTMC staff operations.

Employs various software applications running within the RTMC environment to control ITS field devices, monitor traffic flow, and perform data analysis.

Oversees the submission and accuracy of all data provided in required RTMC operator logs, reports and documentation.

Develops progress reports and matrices for RTMC operations.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs other related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of emergency management.

Knowledge of the principles and practices of incident management.

Knowledge of the techniques and devices used for effective traffic control.

Knowledge of the methods and criteria used in analyzing and presenting comprehensive data.

Knowledge of standard desktop software such as word processing, spreadsheet and database functions.

Ability to interpret and apply state and federal laws, department rules and regulations, and standard operating procedures.

Ability to read and interpret road, route and geographic maps.

Ability to operate two-way radios, telephones, personal computers, and computer consoles.

Ability to write technical narrative and statistical reports.

Ability to communicate clearly and effectively orally.

Ability to communicate clearly and effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Regional Traffic Management Center Operator

Two years of experience evaluating and coordinating information related to traffic data, incidents or conditions.
