SENIOR TRAFFIC CONTROL SPECIALIST

DEFINITION: This is advanced technical work in a traffic control engineering program from the central office.

An employee in this class performs a variety of advanced technical duties for a complex state-wide phase of a traffic control program in central office, such as regulation and legislative development, traffic signal design and operations, pavement marking equipment testing and specification development, or ECONS review. Work is generally performed independently within the guidelines of established Federal and professional standards; however, some projects require the independent selection of courses of action for which well-established guidelines are not available. Work is independently performed with objectives being established by a technical manager who reviews work upon completion for technical soundness and results obtained.

EXAMPLES OF WORK: Develops and maintains specifications and drawings for the construction of electrically operated traffic operations and control equipment with regard to established department policies and procedures with prime consideration given to the effectiveness of the equipment when applied as part of a traffic operations or control program. program.

Administers the Certificate of Approval program for various traffic control devices.

Provides guidance and assistance to the engineering districts and consultants in the design and construction of traffic signals and traffic signal systems and freeway management systems.

Develops and maintains manuals required to provide guidance for municipal,, consultant, and department personnel involved in the design, construction and maintenance of traffic signals.

Develops and maintains regulations pertaining to the engineering and traffic studies required to establish traffic restrictions such as speed limits, no-passing zones, stopping, standing, parking, thru highway, stop intersections, school speed limits, and school zones.

Develops and maintains regulations identifying vehicles which are authorized to operate with flashing or revolving yellow lights; which identify groups authorized to direct, control, and regulate traffic; and which regulate pupil transportation safety.

Develops and reviews proposed legislation dealing with traffic operations and control.

Performs a variety of duties associated with managing the work of municipal, consultant, and department personnel in the conduct of ECONS studies including before and after project studies to determine effectiveness of improvements.

Develops and coordinates special equipment and paint program studies to include specification development.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and objectives of traffic control programs.

Knowledge of the techniques and procedures involved in investigating, researching, and analyzing highway traffic control problems, or of traffic control devices and their utilization in effectively controlling traffic.

Knowledge of highway design and construction as related to traffic operations and control.

Knowledge of roadway capacity as related to traffic control.

Ability to conduct a variety of comprehensive traffic control studies and surveys, and to analyze and compile technical data into clear, concise reports.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with associates and the public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Traffic Control Specialist.

Two years of progressively responsible technical experience in traffic control work; and a Bachelor's Degree in mathematics, statistics, or civil engineering;
