TRAFFIC CONTROL SPECIALIST SUPERVISOR

DEFINITION: This is supervisory work in a traffic control engineering program.

An employee in this class performs a variety of supervisory duties for a complex phase of a traffic control program in a highway engineering district, such as signal design, studies, operations, or safety design liaison; or in a central office capacity, supervises a state-wide review function such as work zone safety development. Work is generally performed independently within the guidelines of established Federal and professional standards; however, some projects require the independent selection of courses of action for which well-established guidelines are not available. Supervision is exercised over a staff of technicians or specialists. Work is performed with considerable independence, with objectives being established by a technical manager who reviews work upon completion for technical soundness and results obtained.

EXAMPLES OF WORK: Supervises phases of a highway engineering district traffic control program including studies related to traffic signals, speed limits, passing restrictions, accident investigations, and hazard elimination; reviews design plans for new construction; conducts roadway capacity and expressway surveillance studies.

Reviews complex signalization recommendations and suggests alternative methods when recommendations appear improper or inadequate.

Supervises the conduct of traffic research projects to determine the feasibility of incorporating new methods and techniques into a traffic control program.

Supervises the operations, signal design, studies, or services function in an engineering district traffic unit.

Coordinates accident analysis studies with hazard elimination results to evaluate program effectiveness.

Maintains operational program manuals to insure that uniform traffic control standards and regulations are utilized within a phase of a traffic control program.

Prepares employee evaluation reports.

Approves leave, schedules personnel, and authorizes or assigns overtime.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaint.

Initiates corrective disciplinary action or minor misconduct by employees and recommends major corrective disciplinary actions or dismissals.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and objectives of traffic control.

Knowledge of the techniques and procedures involved in investigating, researching, and analyzing highway traffic control problems, or of traffic control devices and their utilization in effectively controlling traffic.

Knowledge of the principles and practices of effective supervision.

Knowledge of the current labor agreement provisions covering employee supervision grievance resolution, leave, overtime work assignments, and employee safety.

Knowledge of highway design and construction as related to traffic control.

Knowledge of algebra and plane geometry.

Knowledge of roadway capacity as related to traffic control.

Ability to conduct a variety of comprehensive traffic control studies and surveys, and to analyze and compile technical data into clear, concise reports.

Ability to supervise technical subordinates.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with associates and the public.

MINIMUM EXPERIENCE AND TRAINING: One year as a Traffic Control Specialist.

Two years of technical experience in traffic control work; and a Bachelor's Degree in mathematics, civil engineering, or a closely related field.
